Yliopiston kirjaston ja talouspalveluiden jo vakiintunut kirjoittajamaksuseuranta jatkui edellisvuosien tapaan myös vuonna 2022. Tässä blogitekstissä tarkastellaan viime vuonna tieteellisiin aikakauslehtiin maksettuja kirjoittajamaksuja. Tekstin loppupuolella luodaan lisäksi silmäys avoimen julkaisemisen sopimusten kautta julkaistuihin artikkeleihin sekä monografioiden ja kokoomateosten kirjoittajamaksuihin.
Kirjoittajamaksuseurannan tuloksia aiemmilta vuosilta löydät kirjaston blogikirjoituksista 3.8.2022, 5.3.2021 ja 12.2.2020. Itä-Suomen yliopiston kirjoittajamaksutiedot vuosilta 2019–2022 löytyvät myös OpenAPC-palvelusta. On syytä huomata, että OpenAPC:hen viety data poikkeaa jonkin verran näissä blogiteksteissä esitellyistä luvuista johtuen muun muassa OpenAPC:n rajoituksista. OpenAPC:hen viedyt tiedot perustuvat kirjaston omaan artikkelikohtaiseen seurantataulukkoon, mutta tässä esitellyt luvut pohjaavat taloushallinnon toimittamaan toteutuneeseen kirjanpitoon.
Mitä, paljonko ja keille maksettiin?
Kirjoittajamaksuja maksettiin Itä-Suomen yliopistossa vuonna 2022 yhteensä 179 artikkelista ja 370 444 eurolla. Maksettu summa laski vuoteen 2021 verrattuna 7,1 % (28 331 €) artikkelin avaamisen keskihinnan noustessa kuitenkin 19,9 prosentilla 2 070 euroon. Kirjoittajamaksuista 45 % (167 042 €) maksettiin perusrahoituksesta ja 55 % (203 403 €) täydentävästä rahoituksesta. Rahoituslähteiden suhteellinen osuus kääntyi edelliseen vuoteen verrattuna toisin päin.
Julkaisutyyppejä tarkastellessa Gold OA -lehdille maksettujen kirjoittajamaksujen osuus laski noin kahdeksan prosenttiyksikköä vuoteen 2021 verrattuna. Näille kokonaan avoimille lehdille maksettiin 70 % (260 818 €) kirjoittajamaksuista, kun hybridilehtien osuus nousi 30 prosenttiin (109 626 €).
Kaaviossa 1 tarkastellaan kirjoittajamaksujen jakautumista tiedekunnittain vuonna 2022. Suhteelliset osuudet pysyivät jokseenkin samoina kuin edellisenä vuonna. Filosofisen tiedekunnan osuus nousi neljällä prosenttiyksiköllä yhdeksään prosenttiin (35 085 €) maksetuista kirjoittajamaksuista. Myös yhteiskunta- ja kauppatieteiden tiedekunnan osuus nousi kolmella prosenttiyksiköllä 12 prosenttiin (42 724 €). Luonnontieteiden ja metsätieteiden tiedekunnan kirjoittajamaksumenot laskivat kuudella prosenttiyksiköllä 31 prosenttiin (113 428 €) kokonaisuudesta. Terveystieteiden tiedekunta säilyi suurimpana kirjoittajamaksujen maksajana 179 208 € summalla.
Kirjoittajamaksukulujen kehitystä tiedekunnittain voi tutkailla kaavion 2 avulla. Yliopistotasolla kirjoittajamaksukulut kääntyivät viime vuonna laskuun ensimmäisen kerran seurannan aikana vuoden 2022 summan alittaessa sekä vuoden 2021 että 2020 summan. Suunta oli alaspäin myös eniten kirjoittajamaksuja maksaneiden tiedekuntien kohdalla. Yhteiskunta- ja kauppatieteiden sekä filosofisen tiedekunnan kohdalla nousua edellisvuoteen verrattuna oli, mutta euromääriltään maltillinen nousu vaikutti yliopistotason kehitykseen vain vähän.
Kaaviossa 3 on nähtävillä perusrahoituksesta ja täydentävästä rahoituksesta maksettujen kirjoittajamaksujen vertailu tiedekunnittain. Merkille pantavaa on, että luonnon- ja metsätieteiden tiedekunnassa perusrahoituksesta maksettujen kirjoittajamaksujen määrä on tippunut vuoteen 2021 verrattaessa yli 50 000 eurolla. Myös terveystieteiden tiedekunnassa perusrahasta maksettu summa on laskenut noin 15 000 eurolla. Yhteiskunta- ja kauppatieteiden tiedekunnassa suhteet ovat pysyneet jokseenkin samoina vuoteen 2021 verratessa. Filosofisessa tiedekunnassa kirjoittajamaksuja maksettiin edelleen suurimmaksi osaksi perusrahoituksesta.
Kaavio 4 havainnollistaa vuoden 2022 kirjoittajamaksujen jakautumista kustantajittain. Tulokset noudattavat jokseenkin vuoden 2021 linjaa MDPI:n ollessa eniten kirjoittajamaksuja kerännyt kustantaja. Huomionarvoista on Frontiersin nouseminen kolmanneksi suurimmaksi laskuttajaksi miltei yhdeksän prosenttiyksikön nousulla. Taylor & Francis nousi parin vuoden tauon jälkeen kuuden eniten maksuja saaneen kustantajan joukkoon. Tähän varmasti vaikutti Taylor & Francisin avoimen julkaisemisen sopimuksen artikkelikiintiön loppuminen viime vuonna jo syyskuun puolella. Kuuden eniten maksuja keränneen kustantajan osuus kasvoi vuodesta 2021. Muille kustantajille maksettujen maksujen osuus tippui edelliseen vuoteen verrattuna 12 prosenttiyksikköä.
Mikä ei tässä seurannassa näy?
Vaikka lähes 400 000 euroa kirjoittajamaksuihin vuodessa on jo itsessään hulppea summa, ei siinä kuitenkaan ole vielä kaikki. Avoimesta julkaisemisesta maksetaan myös niin sanottujen transformatiivisten sopimusten kautta, joissa on yhdistetty perinteiset aineistolisenssit ja julkaiseminen avoimena. Suoraa summaa näiden sopimusten julkaisemisen osuudesta ei ole saatavilla, mutta jotain kertonee se, että vuonna 2022 sopimusten kautta julkaistiin avoimena 469 artikkelia. Lisäksi muutama artikkeli viime vuodelta odottaa vielä lopullista julkaisupäätöstä. Yhä kattavammat ja käytetymmät avoimen julkaisemisen sopimukset vaikuttavat varmasti osaltaan myös erikseen maksettujen kirjoittajamaksujen kokonaissumman pysymiseen aisoissa. Lehtiartikkeleiden lisäksi kirjoittajamaksuja on maksettu myös monografioista ja kokoomateoksista sekä niissä julkaistuista artikkeleista. Näiden BPC-maksujen määrä kasvoi vuonna 2022 yli kolminkertaiseksi edellisvuodesta. Maksuja kirjan osien tai kokonaisten kirjojen avoimesta julkaisemisesta maksettiin vuonna 2022 reilulla 84 000 eurolla. Avoin julkaiseminen ja siitä maksaminen tekee siis tuloaan myös monografioiden ja kokoomateosten alueelle.

As in previous years, the University of Eastern Finland Library and the university’s Financial Services have continued monitoring the article processing charges (APCs) again in 2022. This blog post observes the APCs paid by the university last year. Towards the conclusion, a brief look at the articles published via Open Access license agreements, as well as book processing charges for books and book chapters can be found.
For the results of the APC monitoring from previous years, see the UEF Library blog posts 3.8.2022, 5.3.2021, and 12.2.2020. The UEF APC data in 2019-2022 can also be found at the OpenAPC service, although, it should be noted that the data will slightly differ from the data presented in these blog posts, partly due to the limitations of the service. The data in the OpenAPC is based on the monitoring done by the library, while the data discussed in this blog post is based on the accounts of the Financial Services.
What, how much, and to whom?
In 2022, the APCs paid in the UEF combined to €370,444 for 179 articles. The combined sum decreased from 2021 by 7,1% (€28,331). However, the average charge per article grew by 19,9% resulting in €2,070. 45% (€167,042) of the APCs was paid from the university’s basic funding, while 55% (€203,403) came from external funding. In comparison to the previous year, the relative share of the two sources of funding was reversed.
If the types of publications are to be compared, the share of APCs paid for Gold Open Access publications decreased about 8% from 2021, with 70% (€260,818) of APCs, while the share of hybrid publications increased to 30% (€109,626).
Diagram 1 shows the distribution of APCs among faculties in 2022. The relative shares remained largely similar in comparison to the previous year. The share of the Philosophical Faculty increased by 4% resulting in 9% (€35,085) of the APCs. Similarly, the relative share of the Faculty of Social Sciences and Business Studies grew by 3% resulting in 12% (€42,724). For the Faculty of Science and Forestry, the share decreased by 6% resulting in 31% (€113,428). The Faculty of Health Sciences continued as the top funder of APCs with the sum of €179,208. In the diagrams, FILO stands for Philosophical Faculty, LUMET for Faculty of Science and Forestry, TERV for Faculty of Health Sciences and YHKA for Faculty of Social Sciences and Business Studies.
For the development of the APCs by faculty, see diagram 2. For the first time since the beginning of monitoring, the combined APC expenses decreased resulting in the lowest total sum in comparison to both 2021 and 2020. The results revealed a downward trend even for faculties which have traditionally funded the largest amount of APCs. For the Faculty of Social Sciences and Business studies, as well as the Philosophical Faculty there was a slight increase in comparison to last year, but with the monetary value of the increase being moderate, it affected the university level development only marginally.
In diagram 3 can be found the distribution of APCs paid from basic and external funding by faculty. Worth of noting is the decrease of APCs paid from basic funding in the Faculty of Science and Forestry, with a decrease of over €50,000 from 2021. Similarly, in the Faculty of Health Sciences the amount of APCs paid from basic funding has decreased by about €15,000. In the Faculty of Social Sciences and Business studies the ratio has remained largely similar in comparison to 2021. In the Philosophical Faculty, the majority of the APCs continued to be paid from the basic funding. In the diagram, the share of APCs paid from basic funding is in blue and APCs paid from external funding in orange.
Diagram 4 illustrates the distribution of APCs among publishers. The results are similar to those of 2021, with MDPI continuing as the publisher receiving the majority of APCs. Worth of noting is Frontiers climbing to become the third largest recipient with an increase of nearly 9%. After two years break, Taylor & Francis returned among the six publishers receiving most of the payments. The results have likely been affected by the fulfilment of the agreed quota for Open Access article publishing with Taylor & Francis already in September. The combined share of the six major publishers was increased from 2021. The share of the payments directed to other publishers was decreased from the previous year by 12%.
What is missed by the monitoring?
Even though the sum of almost €400,000 for APCs is already a considerably substantial amount for a year, there is more to it. The UEF invests in Open Science through transformative agreements, in which the traditional material licenses and Open Access publishing have been combined. While the exact monetary share of these agreements is not available, it is illustrative that 469 Open Access articles were published via the agreements in 2022. In addition to this, a few articles from last year are still awaiting the final resolution regarding their publishment. Open Access agreements that continue to become increasingly more extensive and more widely used presumably help to control the combined sum of APCs. In addition to the APCs, the UEF has also paid book processing charges (BPC) that are paid for publishing books or book chapters and articles released within those. The amount of BPCs was more than tripled in 2022 from the previous year. The payments made for publishing books or book chapters in Open Access amounted to over €84,000 in 2022. It clearly demonstrates how Open Access and the related payments are becoming established within the publishing of books and book chapters.
