UNESCOn suositus avoimesta tieteestä

UNESCOn suositus avoimesta tieteestä on ollut kommentoitavana äskettäin. Suosituksen päämääränä on tieteellisen tiedon maailmanlaajuinen saatavuus ja sen hyödyntäminen päätöksenteossa. Digitalisaation odotetaan tuovan uudenlaisen mallin tieteelliselle tutkimukselle, jossa vuoropuhelua käydään myös tieteellisen yhteisön ulkopuolisten toimijoiden kanssa. Suosituksessa on käsitelty ehdotuksia sekä yksilöiden että organisaatioiden tasolla, mutta samalla myös kansallisella ja kansainvälisellä tasolla. Tavoitteena on yhteisen ymmärryksen lisääminen, linjausympäristön kehittäminen, infrastruktuureihin panostaminen, tutkimuskulttuurin muuttaminen ja kannustimien sovittaminen avoimen tieteen mukaisiksi, sekä kansainvälisen yhteistyön edistäminen.

Datatuen kehittäminen osana tutkimuksen tukea

Itä-Suomen yliopiston kirjaston koordinoimana käynnistyy datatuen kehittämisen projekti, jonka tavoitteena on kehittää toimiva palvelu sekä varmistaa osaamisen kehittäminen ja asiantuntijaverkosto datatukeen, joka toimii osana tutkimuksen tukea. Palvelukokonaisuutta rakennetaan vastaamaan tutkijan tarpeita hyödyntäen palvelumuotoilun menetelmiä. Hankkeessa tehdään yhteistyötä yliopiston tutkimusinfrastruktuurien kehittämistyön kanssa sekä muiden datapalveluita tuottavien yksiköiden kanssa. Hankkeen tarkoitus on määritellä UEFin tutkimusdatan hallintaan ja avaamiseen liittyvät palvelut ja niiden tarvitsemat resurssit sekä järjestämis- ja toteutustapa. Hankkeelle on ollut haussa kaksi datahallinnan projektisuunnittelijaa, jotka aloittavat työnsä ensi vuoden alkupuolella.

Plan S siirtyy käytäntöön

Julkaisujen avoin saatavuus kuuluu osaksi tutkijan vastuulliseen arviointiin esimerkiksi DORA-julistuksessa. Vuodesta 2021 alkaen yliopistojen rahoitusmalli palkitsee julkaisujen avoimesta saatavuudesta. FinELib-sopimuksia on muutettu siirtymäsopimuksiksi, joissa siirrytään avoimeen julkaisemiseen. Suomen Akatemia edellyttää, että vertaisarvioidut artikkelit saatetaan välittömästi avoimiksi avoimissa julkaisuissa, rinnakkaistallennusarkistoissa tai avoimuuden edistämiseen sitoutuneen kustantajan tiedejulkaisuissa. Plan S -mukaiset avoimen saatavuuden kulut katetaan jatkossa välillistä kuluista, joten niitä ei voi enää sisällyttää tutkimuskuluihin. Vertaisarvioidut artikkelit tulee julkaista maksuttoman ja välittömän avoimuuden takaavaa lisenssiä käyttäen. Vertaisarvioitujen tieteellisten artikkeleiden avoimen saatavuuden toteutumista seurataan tutkimusraporteista. Osa muutoksista tulee käytäntöön myöhemmin, kun Suomen tekijänoikeuslainsäädäntöä uudistetaan kevään 2021 aikana. Vuoden 2021 alusta käyttöön tulee työkalu, jonka avulla voidaan tarkastaa, onko tiedelehti tai julkaisualusta Plan S -kelpoinen.

Tutkimusaineistojen ja -menetelmien avoimen saatavuuden linjauksen ensimmäinen osa oli tiedeyhteisön kommentoitavana alkusyksystä, ja kommentit ovat nyt avoimesti luettavissa. Työryhmä jatkaa siis linjauksen työstämistä kommenttien perusteella, ja linjausta käsitellään myös tutkimusaineistojen avoimuuden asiantuntijaryhmässä Avoimen tieteen syyspäivillä 7.–8.12.2020. Tukea vastuullisempaan tieteeseen

Vastuullisen tieteen sivustoperhe tarjoaa yhden luukun periaatteella tietoa ja työkaluja vastuullisemman tieteen ja tutkimuksen tueksi.

UNESCO Recommendation on Open Science

The UNESCO Recommendation on Open Science was recently open for comments. The goal of the recommendation is global access to scientific information and its utilisation in decision-making. Digitalisation is expected to produce a new type of model for scientific research, in which researchers will also engage in a dialogue with actors outside the scientific community. The recommendation examines proposals at the level of both individuals and organisations while also examining them nationally and internationally. The objective is to promote a common understanding, develop the policy environment, invest in infrastructures, transform scientific culture and align incentives for open science, as well as promote international cooperation.

Development of data support as part of research support

A data support development project coordinated by the University of Eastern Finland Library is being launched with the objective of developing a functional service as well as ensuring the development of competencies and a network of experts for data support that will function as part of research support. This service will be built to meet the needs of researchers, utilising the methods of service design. The project will cooperate with the development of the university’s research infrastructures as well as other units that provide data services. The purpose of the project is to define the UEF services related to the management and opening of research data as well as the resources required by the services and the method of organising and implementing them. The project has been seeking two data management project coordinators, who will start their work early next year.

Plan S is put into practice

Open access to publications is part of responsible research assessment in the DORA declaration, for example. Starting in 2021, the funding model for universities will reward researchers for open access to publications. FinELib agreements have been converted into transitional agreements for a transition to open access publishing. The Academy of Finland requires peer-reviewed articles to be made open immediately in open access publications, self-archives or the scientific publications of a publisher committed to promoting openness. In the future, the costs of open accessibility in accordance with Plan S will be covered from indirect costs, and they can no longer be incorporated into research costs. Peer-reviewed articles must be published using a licence that guarantees free-of-charge and direct open access. The realisation of open access to peer-reviewed scientific articles will be monitored through research reports. Some of the changes will be put into practice later when the Finnish copyright legislation is renewed in spring 2021. A tool that makes it possible to check whether a scientific journal or publication platform is compliant with Plan S will be introduced at the start of 2021.

Policy on Open Access to Research Materials and Methods

The first part of the Policy on Open Access to Research Materials and Methods was open for comments by the scientific community in early autumn, and the comments are now freely readable. The working group will continue working on the policy based on the comments, and the policy will also be discussed by the expert panel in open data at the Open Science Autumn Conference from 7 to 8 December 2020.   • The news and event feed on the home page also includes highlights from the current news of the other Responsible Research bodies.
  • The website has been revamped to comply with the accessibility requirements. Accessibility statement and feedback form at the bottom of the page.
  • The Publication channel search and Proposals sections of the website include instructions for both Haka users and other users on searching for information on publication channels as well as proposing additions and amendments.

Open Science Autumn Conference

The Open Science Autumn Conference will be held online from 7 to 8 December.
