Itä-Suomen yliopisto ja sen kirjasto ovat mukana tänä syksynä alkaneessa kolmivuotisessa EOSC Nordic -hankkeessa. Hanke on yksi viidestä osa-hankkeesta, jotka kattavat koko Euroopan Unionin alueen. Hankkeen tavoitteena on helpottaa Euroopan Unionin avoimen tieteen palveluiden (EOSC – European Open Science Cloud) -aloitteiden koordinointia Pohjoismaiden ja Baltian maissa. Tarkoituksena on yhdenmukaistaa kansallisten toimintatapojen ja palvelujen tarjoamista EOSC:n sovittujen standardien ja käytäntöjen mukaisesti osana EOSC-portaalia. Samalla pyritään vakiinnuttamaan Pohjoismaat ja Baltian maat edelläkävijöinä EOSC-konseptin, periaatteiden ja palveluiden omaksumisessa ja käyttöönotossa.
Hanketta koordinoi norjalainen NeIC. Siinä on mukana yhteensä 24 kumppania, mm. e-infrastruktuurin tarjoajia, tutkimusorganisaatioita ja asiantuntijaverkostoja, jotka toteuttavat omissa maissaan avoimeen tieteeseen liittyviä palveluita.
Hanke jakautuu kuuteen työpakettiin (WP). Niiden tavoitteena on mm. yhteiset avoimen tieteen menettelytavat ja rahoitus, EOSC paveluiden mallintaminen ja määrittely, avoimen tieteen tekninen infrastruktuuri ja palvelut sekä tutkimusdatan avaamisen yhteiset toimintatavat. Näkökulmana on vapaa tietojen liikkuvuus valtioiden ja palveluiden välillä. UEF on mukana WP2:ssa, jonka tavoitteena on vaikuttaa alueen poliittisiin päättäjiin ja heidän ymmärrykseensä avoimesta tieteestä, sen tarvitsemista poliittisista päätöksistä ja resursoinnista. Aineistoa kerätään kyselyillä ja työstetään työpajoissa eri sidosryhmien kanssa.
EOSCin tarkoitus on koota yhden portaalin alle kaikki avoimeen tieteeseen liittyvät palvelut ja aineistot, joita EU:n alueella tuotetaan. Keskeisenä tavoitteena on myös se, että palveluiden käyttö ja omien tutkimuksen tulosten jakaminen olisi mahdollisimman yksinkertaista ja helppoa sekä tutkijoille että muille tutkimustietoa tarvitseville toimijoille.

The University of Eastern Finland and its library participate in the three-year EOSC Nordic project, which began this fall. The project is one of the five sub-projects covering the whole of the European Union. The purpose of the project is to facilitate coordination between the European Open Science Cloud (EOSC) initiatives in the Nordic and Baltic countries. The aim is to harmonize the provision of national policies and services in accordance with the agreed EOSC standards and practices as part of the EOSC portal. At the same time, the aim is to consolidate the Nordic and Baltic countries as pioneers in the adoption and implementation of the EOSC concept, principles and services.
The project is coordinated by the Norwegian NeIC. It has a total of 24 partners, including e-infrastructure providers, research organizations and networks of experts providing open science services in their countries.
The project is divided into six work packages (WP). Their goals are e.g. common open science policies and funding; modeling and definition of EOSC pathways; open science technical infrastructure and services; and common approaches to open research data. The perspective is the free movement of information between states and services. UEF is involved in WP2, which aims to influence policy makers in the region and their understanding about open science, the political decisions it needs, and the resources needed for building the required infrastructures. The feedback is collected through questionnaires and processed in workshops with various stakeholders.
The purpose of EOSC is to bring together in a single portal all the open science services and materials produced in the EU. A key objective is to make the use of the services and sharing of the research results and materials as simple and easy as possible for researchers as well as other actors in need of research information.
