Yliopistojen tutkimustoiminta ja siit\u00e4 syntyv\u00e4t julkaisut ovat keskeinen osa yliopistojen toimintaa ja muodostavat 13 prosenttia niiden rahoituksesta. Julkaisutiedot ker\u00e4t\u00e4\u00e4n yliopistoissa ja korkeakouluissa vuosittain, sill\u00e4 ne raportoidaan eteenp\u00e4in opetus- ja kulttuuriministeri\u00f6lle. Julkaisujen erityisasiantuntijuus kirjastoissa tarjoaa hyv\u00e4n l\u00e4ht\u00f6kohdan opastaa ja neuvoa tutkijoita sek\u00e4 tallentaa ja tarkistaa julkaisutiedot oikeaan, raportoinnissa vaadittavaan muotoon.<\/p>\n\n\n\n

Vierailimme maaliskuussa 2018 Tampereen yliopiston kirjastossa, jossa paikalla oli my\u00f6s TTY:n edustaja, sek\u00e4 Turun yliopiston ja \u00c5bo Akademin kirjastoissa. Vierailuilla keskustelimme yhdess\u00e4 muiden kirjaston edustajien kanssa julkaisutiedonkeruusta ja \u2013raportoinnista. Selvisi, ett\u00e4 ty\u00f6n tekemisen tavat vaihtelevat jonkin verran eri toimijoiden kesken, mutta kohdatut ongelmat ovat samankaltaisia.<\/p>\n\n\n\n

Kirjastot ker\u00e4\u00e4v\u00e4t tietoa tutkimusjulkaisuista muun muassa tuomalla viitteit\u00e4 tutkimustietoj\u00e4rjestelmiin s\u00e4\u00e4nn\u00f6llisin v\u00e4liajoin sek\u00e4 kansainv\u00e4lisist\u00e4 (esim. Web of Science, Scopus, PubMed) ett\u00e4 kotimaisista (esim. Medic, Arto) viitetietokannoista. N\u00e4in saadaan tallennettua merkitt\u00e4v\u00e4 osa erityisesti luonnontieteen julkaisuista. Humanistisilla aloilla tieto taas saadaan useammin kirjastojen luomilla palvelulomakkeilla tai tutkijoiden suorilla tallennuksilla. Tiedot tallennetaan julkaisutietoj\u00e4rjestelmiin, joita yliopistoilla on erilaisia. Tampereen yliopisto ja It\u00e4-Suomen yliopisto tallentavat julkaisutietonsa SoleCRISiin, kun taas Tampereen teknillinen yliopisto k\u00e4ytt\u00e4\u00e4 Purea ja Turun yliopisto ja \u00c5bo Akademi Converista. J\u00e4rjestelmien tietosis\u00e4lt\u00f6 vaihtelee eri toimijoittain \u2013 toisissa yliopistoissa tallennetaan my\u00f6s henkil\u00f6kunnan asiantuntijateht\u00e4vi\u00e4 ja laajempia tietoja hankkeista tai k\u00e4ytet\u00e4\u00e4n j\u00e4rjestelm\u00e4\u00e4 itsess\u00e4\u00e4n julkaisuarkistona. It\u00e4-Suomen yliopiston SoleCRIS-j\u00e4rjestelm\u00e4 toimii raportoinnin tukena ja viitetietoarkistona.<\/p>\n\n\n\n

J\u00e4rjestelmien erilaisuudesta huolimatta kirjastoissa kohdataan kuitenkin samankaltaisia ongelmia: henkil\u00f6resurssien riitt\u00e4vyys ja kohdentaminen raportointi- ja rinnakkaistallennusteht\u00e4viin ja j\u00e4rjestelm\u00e4n yll\u00e4pitoon, j\u00e4rjestelm\u00e4n toimittajien k\u00e4ytt\u00f6tuen hitaus ja j\u00e4rjestelmien p\u00e4ivitt\u00e4minen muuttuviin vaatimuksiin (raportointi, tutkijoiden n\u00e4kyvyys) sek\u00e4 ty\u00f6n ruuhkautuminen vuodenvaihteessa raportoinnin alla. Yhteist\u00e4 kaikille on my\u00f6s se, ettei julkaisujen raportointi ministeri\u00f6lle onnistu suoraan mist\u00e4\u00e4n tutkimustietoj\u00e4rjestelm\u00e4st\u00e4, vaan kaikissa n\u00e4iss\u00e4 yliopistoissa raportointi tehd\u00e4\u00e4n yliopiston oman tietovaraston avulla. Usein my\u00f6s johto seuraa julkaisum\u00e4\u00e4ri\u00e4 nimenomaan tietovarastoon perustuvan johdon raportointij\u00e4rjestelm\u00e4n avulla. Samaa julkaisutietoj\u00e4rjestelm\u00e4\u00e4 k\u00e4ytt\u00e4vill\u00e4 kirjastoilla on my\u00f6s eritasoista yhteisty\u00f6t\u00e4 kesken\u00e4\u00e4n esimerkiksi uusien ominaisuuksien k\u00e4ytt\u00f6\u00f6n saamiseksi.<\/p>\n\n\n\n

Yliopistokirjastoilla on my\u00f6s erilaisia tapoja saada tutkimustietoja tutkijoilta itselt\u00e4\u00e4n. Esimerkiksi Tampereen yliopistossa heit\u00e4 l\u00e4hestyt\u00e4\u00e4n nelj\u00e4 kertaa vuodessa s\u00e4hk\u00f6postitse, ja TTY:ssa tutkijat tallentavat itse ne julkaisut, joita ei l\u00f6ydy importointitietokannoista. It\u00e4-Suomen yliopisto kehottaa SoleCRIS-yhteyshenkil\u00f6iden kautta tutkijoita pitkin vuotta k\u00e4ytt\u00e4m\u00e4\u00e4n kirjaston tarjoamaa palvelulomaketta, ja erityisesti n\u00e4m\u00e4 muistutusviestit painottuvat loppuvuoteen. Lomakkeen avulla julkaisutiedot voi ilmoittaa minimitiedoin kirjastossa tallennettavaksi ja samalla pyyt\u00e4\u00e4 kirjastoa rinnakkaistallentamaan julkaisun yliopiston eRepo-julkaisuarkistoon. Tavat ovat erilaisia, mutta kaikissa tutustumiskohteina olleissa yliopistokirjastoissa kirjaston rooli julkaisutiedonkeruussa on merkitt\u00e4v\u00e4. Henkil\u00f6resurssit kuitenkin vaihtelevat. It\u00e4-Suomen yliopistossa CRIS-tallentajia on kuusi, joista vain yksi t\u00e4ll\u00e4 hetkell\u00e4 tallentaa rinnakkaistallenteita julkaisuarkistoon. Turussa henkil\u00f6it\u00e4 on tuplasti enemm\u00e4n, ja kaikki my\u00f6s tuovat tietoja tietokannoista sek\u00e4 rinnakkaistallentavat julkaisuja. Muut toimijat sijoittuvat t\u00e4lle v\u00e4lille. Toki julkaisum\u00e4\u00e4r\u00e4tkin vaihtelevat melkoisesti (1600\u20135400). UEF sijoittuu t\u00e4ss\u00e4 tarkastelussa hyv\u00e4\u00e4n keskiarvoon vuosittaisella noin 3400 julkaisullaan. My\u00f6s ty\u00f6njaossa on eroja \u2013 toiset kirjastot tekev\u00e4t tallennukset tiedekuntajaolla ja toiset julkaisutyypeitt\u00e4in.<\/p>\n\n\n\n

Kirjastojen lis\u00e4ksi julkaisutiedonkeruuseen liittyy olennaisesti yliopiston hallinto ja it-palvelut sek\u00e4 kansallisella tasolla tieteen tietotekniikan keskus CSC, joka siirt\u00e4\u00e4 omalla VIRTA-julkaisutietopalvelullaan tiedot kaikille n\u00e4kyviksi valtakunnalliseen Juuli-julkaisutietoportaaliin. Tietojen oikeellisuus on t\u00e4rke\u00e4\u00e4, ei ainoastaan raportointiteknisesti, vaan my\u00f6s siksi, ett\u00e4 esimerkiksi julkaisujen open access -prosentteja seurataan kansallisella tasolla nimenoman Juulin avulla.<\/p>\n\n\n\n

J\u00e4rjestelm\u00e4t eiv\u00e4t ole muuttumattomia, ja vaihdoksiakin tapahtuu. Esimerkiksi \u00c5bo Akademi selvitt\u00e4\u00e4 parhaillaan mahdollista j\u00e4rjestelm\u00e4nvaihdosta ja Tampereen tulevaisuus on erityisen kovassa murroksessa, kun kolme toimijaa yhdistyy Tampere3-yhteisty\u00f6h\u00f6n. T\u00e4m\u00e4 aiheuttaa v\u00e4ist\u00e4m\u00e4tt\u00e4 my\u00f6s muutoksia tutkimustietoj\u00e4rjestelm\u00e4\u00e4n. Muualla muutoksia ei ole t\u00e4ll\u00e4 hetkell\u00e4 tulossa, joten Turun yliopisto ja It\u00e4-Suomen yliopisto l\u00e4htev\u00e4t kohti uutta raportointikautta entisill\u00e4 j\u00e4rjestelmill\u00e4\u00e4n ja osittain my\u00f6s viime vuodelta vakiintuneiden ty\u00f6njakojen turvin.<\/p>\n\n\n\n

Saving research publication data at home and away<\/bdo><\/h3>\n\n\n\n

Research activities and publications originating from the research are an essential part of the universities\u2019 operations. In fact, publications form 13% of the university funding. The research publication data is collected annually at the universities because the data must be reported to the Ministry of Education and Culture.<\/bdo><\/p>\n\n\n\n

In March 2018, we visited Tampere University Library where we also met a representative from Tampere University of Technology (TUT). In addition, on the same tour we paid a visit to Turku University Library and \u00c5bo Akademi University Library. During our visits, we discussed the subject of collecting and reporting research publication data with representatives from the libraries. It became clear to us that the ways of doing the work vary to some degree with different organisations but the encountered problems are similar.
The libraries collect publication data to their systems. Tampere University and University of Eastern Finland save their publication data to SoleCRIS whereas TUT uses a system called Pure and Turku University and \u00c5bo Akademi use a system called Converis. The content of the information saved into the systems varies with different organisations.<\/bdo><\/p>\n\n\n\n

The libraries collect data on research publications, for example, by harvesting at regular intervals references to their research publication data systems from both international (e.g. Web of Science, Scopus, PubMed) and national (e.g. Medic, Arto) reference databases.<\/bdo><\/p>\n\n\n\n

Despite the differences in the systems, the libraries are facing similar problems: insufficient human resources, as well as difficulties in allocating the human resources to the tasks of reporting, self-archiving and system maintenance. In addition, slowness of the helpdesk services provided by the system suppliers and continuous need to update the systems to meet with the changing demands (reporting, visibility of researchers) cause problems as well as the fact that the workload is clustered around the turn of the year due to the upcoming annual reporting.<\/bdo><\/p>\n\n\n\n

The university libraries also have different ways of getting the research publication data from the researchers. The University of Eastern Finland, with the help of the SoleCRIS contact persons, prompts researchers to use the service form provided by the library throughout the year\u2013 though the reminder emails are typically sent around the end of the year. With the form, you can report the publication data with minimum information to be saved to the system by the library and at the same time, you can request the library to self-archive the publication into the UEF eRepository. Even though the ways of doing things differ, in all of the universities that we visited the role of the library in collecting the publication data is significant. However, the human resources vary with different universities. At the University of Eastern Finland, we have six CRIS data entry operators of whom, at the moment, only one saves self-archived publications into the UEF eRepository. In Turku, they have twice as much workforce and all of them are involved in both harvesting information from databases and self-archiving publications. The human resources of the rest of the libraries we visited are within these parameters. Of course, also the number of publications varies considerably between these organisations (from 1600 to 5400). In this respect, the University of Eastern Finland ranks somewhere in the middle with about 3400 publications annually.<\/bdo><\/p>\n\n\n\n

Besides the libraries, university administration and IT services as well as CSC \u2013 IT Center for Science, on a national level, play an inherent part in the collection of publication data. Data provided to CSC\u2019s Virta Research Information Service is then harvested to the national Juuli publications portal where the data becomes visible for all.<\/bdo><\/p>\n\n\n\n

Systems may change and sometimes one system is changed to another system altogether. Nevertheless, the University of Eastern Finland heads for the new reporting period with the same system as before and partly following the same division of duties established last year.<\/bdo><\/p>\n\n\n\n
