Lisenssi antaa kaikille yliopistolaisille p\u00e4\u00e4syn tietokannan sis\u00e4lt\u00e4m\u00e4\u00e4n aineistoon sopimukseen neuvotelluin k\u00e4ytt\u00f6ehdoin. Nykyinen sopimus umpeutuu vuoden lopussa.<\/p>\n\n\n\n<p>Sopimuksen uusimisesta on k\u00e4yty neuvotteluja syksyn aikana. Valitettavasti kustantaja (<a href=\"https:\/\/www.ieee.org\/index.html\" target=\"_blank\" rel=\"noopener\">IEEE<\/a>) teki FinELib-konsortiolle ep\u00e4realistisen ja ylihinnoitellun tarjouksen, jota konsortio ei voinut hyv\u00e4ksy\u00e4.<\/p>\n\n\n\n<p>Kustantaja kielt\u00e4ytyy tekem\u00e4st\u00e4 konsortiolle parempaa tarjousta ja vaatii sen sijaan yliopiston kirjastoa neuvottelemaan oman sopimuksen. Kustantaja on kertonut, ett\u00e4 mik\u00e4li kirjasto ei tee omaa sopimusta, l\u00e4hestyy kustantaja seuraavaksi yksitt\u00e4isi\u00e4 tutkijoita neuvotellakseen yksil\u00f6llisist\u00e4 ratkaisuista heid\u00e4n kanssaan.<\/p>\n\n\n\n<p>Kirjastolle esitetty oma sopimus on aineiston k\u00e4ytt\u00f6- ja muilta sopimusehdoiltaan merkitt\u00e4v\u00e4sti huonompi kuin nykyinen konsortiosopimus.<\/p>\n\n\n\n<p>Kirjasto haluaa edelleenkin palvella IEL-aineistoa tarvitsevia asiakkaitaan parhaalla mahdollisella tavalla. Kirjasto pyrkii osana konsortiota kaikin tavoin saamaan kustantajan takaisin neuvottelup\u00f6yt\u00e4\u00e4n. Kirjasto vaatii, ett\u00e4 kustantaja tarjoaa aineiston kohtuullisella hinnalla ja hyv\u00e4ksytt\u00e4vill\u00e4 sopimusehdoilla FinELib-konsortion kautta. On selv\u00e4\u00e4, ett\u00e4 neuvottelup\u00f6yd\u00e4ss\u00e4 FinELib-konsortion j\u00e4senet yhdess\u00e4 ovat vahvempia kuin yksitt\u00e4inen kirjasto tai tutkija. <a href=\"http:\/\/finelib.fi\/iel-negotiations-at-a-standstill\/\" target=\"_blank\" rel=\"noopener\">Katso lis\u00e4\u00e4 IEL-tilanteesta FinELib-konsortion verkkosivuilta<\/a>.<\/p>\n\n\n\n<p>Varautuminen mahdollisesti tulevaan sopimuksettomaan tilaan on aloitettu. FinELib on laatinut <a href=\"http:\/\/finelib.fi\/neuvottelut\/alternative-access\/\" target=\"_blank\" rel=\"noopener\"><bdo lang=\"en\" dir=\"ltr\">Alternative access<\/bdo> \u2013suunnitelman<\/a>, johon on koottu vinkkej\u00e4 siit\u00e4, millaisia keinoja tutkijat, opettajat ja opiskelijat voivat k\u00e4ytt\u00e4\u00e4 artikkelien hankkimiseen tilanteessa, jossa haluttu artikkeli ei l\u00f6ydy organisaation tilaamista aineistoista.<\/p>\n\n\n\n<p>Lis\u00e4tietoja sek\u00e4 IEL-tilanteesta ett\u00e4 <bdo lang=\"en\" dir=\"ltr\">Alternative access<\/bdo> -suunnitelmasta saat my\u00f6s kirjastosta osoitteesta kirjasto.hankinta@uef.fi.<\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">In English:<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The University of Eastern Finland Library has held a license to the IEEE\u2019s electrical engineering and computer science database IEL for a years. The license has been acquired via the <a href=\"https:\/\/www.kansalliskirjasto.fi\/en\/services\/licensing-services\/finelib\" target=\"_blank\" rel=\"noopener\">FinELib<\/a>-consortium. The license grants access to the materials included in the database to our university community under the negotiated terms. The current agreement expires at the end of this year.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Negotiations to renew the consortium contract have been ongoing this fall. Unfortunately the publisher (<a href=\"https:\/\/www.ieee.org\/index.html\" target=\"_blank\" rel=\"noopener\">IEEE<\/a>) made a consortium offer that was unrealistic and overpriced. The offer was unacceptable to the FinELib-consortium.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The publisher refuses to make a revised offer to the consortium. Instead the publisher demands that the university library negotiates its own contract. The publisher has stated that if the library refuses to do this the publisher will begin to contact researchers to discuss individual solutions with them.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The direct contract offer the publisher has made to the library contains terms (e.g. permitted uses) that are far less favorable to the library customers than those in the current consortium agreement.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The library continues to want to provide the best possible service to its customers who need the IEL-database. The library as part of the consortium will make every effort to persuade the publisher back to the negotiating table. The library demands that the publisher must offer both reasonable pricing and acceptable contract terms via the FinELib-consortium. It\u2019s obvious that together the consortium members are a stronger negotiating partner to the publisher than each library or researcher alone. <a href=\"http:\/\/finelib.fi\/iel-negotiations-at-a-standstill\/\" target=\"_blank\" rel=\"noopener\">More about the IEL-situation at the FinELib-website<\/a>.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Preparations have begun for the possible period when no agreement is in force.
