Suomessa on laaja-alaisen korkeakouluopetuksen avulla saavutettu  korkea sivistystaso ja monipuolinen osaaminen. Tutkimustoiminta luo uutta tietoa ja antaa aineksia hyv\u00e4n el\u00e4m\u00e4n, toimivan yhteiskunnan ja menestyv\u00e4n talouden rakentamisessa. Tieteelliset kirjastot ovat olennainen osa koulutuksen ja tutkimuksen suomalaista menestystarinaa. Ne my\u00f6s v\u00e4litt\u00e4v\u00e4t tutkittua tietoa kansalaisille, sill\u00e4 julkisin varoin yll\u00e4pidetyt tieteelliset kirjastot ovat Suomessa avoimia kaikille. Digitalisaatio sek\u00e4 opetuksen ja tutkimuksen kansainv\u00e4listyminen ovat haastaneet kirjastot kehitt\u00e4m\u00e4\u00e4n huomisen palveluja jo t\u00e4n\u00e4\u00e4n.<\/p>\n\n\n\n

Tieteellisten kirjastojen ja korkeakoululaitoksen kehityskaudet Suomessa voi jakaa kolmeen. Ensimm\u00e4isess\u00e4 vaiheessa Suomeen synnytettiin yliopistolaitos. T\u00e4m\u00e4 kausi kesti aina Turun yliopiston perustamisesta 1950-luvulle saakka. T\u00e4ss\u00e4 vaiheessa tieteellinen kirjastotoiminta tuki ennen kaikkea oppimista ja tutkimusta paikkaan sidotussa yliopistossa painetulla kokoelmallaan.<\/p>\n\n\n\n

Toinen vaihe liittyy suomalaisen hyvinvointiyhteiskunnan rakentamiseen ja korkeakoulutuksen rooliin siin\u00e4. Vaihe alkoi laajeta 1950-luvulla ja sen aktiivisimmat vaiheet olivat 1970- ja 1980-luvut. T\u00e4n\u00e4 aikana pyrittiin luomaan Suomeen tasa-arvoiset mahdollisuudet opiskella ja tehd\u00e4 tutkimusta koko maassa. Tavoitteeksi asetettiin my\u00f6s kansakunnan koulutustason nostaminen. T\u00e4m\u00e4 tuotti my\u00f6s suomalaisen yhteiskunnan nopean taloudellisen kasvun. T\u00e4ss\u00e4 kirjastoilla oli merkitt\u00e4v\u00e4 rooli. Painetun dokumentaation aikana ne varmistivat yhteisty\u00f6ll\u00e4\u00e4n sen, ett\u00e4 Suomessa oli saatavilla tarvittavat tieteelliset kokoelmat ja ett\u00e4 t\u00e4m\u00e4n aineiston yhteisk\u00e4ytt\u00f6 mahdollistui kirjastojen v\u00e4lill\u00e4. Samalla Suomeen luotiin laaja kaikille kansalaisille avointen tieteellisten kirjastojen verkosto \u2014 asia, joka ei ole itsest\u00e4\u00e4nselvyys.<\/p>\n\n\n\n

1990-luvulla alkoi digitalisaation ja kansainv\u00e4lisyyden kausi. Poliittisesti t\u00e4m\u00e4 aika alkoi v\u00e4hent\u00e4\u00e4 valtiovallan suoraa ohjausta korkeakouluissa. Tosin n\u00e4ytt\u00e4\u00e4 silt\u00e4, ett\u00e4 v\u00e4lillinen ohjaus lis\u00e4\u00e4ntyi v\u00e4hint\u00e4\u00e4n samassa suhteessa. Kirjastoissa merkitt\u00e4vin muutos oli siirtyminen digitaalisiin aineistoihin, joka t\u00e4ll\u00e4 hetkell\u00e4 on tieteen ensisijainen tapa v\u00e4litt\u00e4\u00e4 tutkimustietoa. Aineistojen yhteisk\u00e4ytt\u00f6 vaikeutui maksumuurien tultua digitaalisiin aineistoihin ja t\u00e4m\u00e4 alkoi rajoittaa suomalaista ideaa kaikille yht\u00e4l\u00e4isist\u00e4 mahdollisuuksista.<\/p>\n\n\n\n

Parhaillaan on k\u00e4ynnistym\u00e4ss\u00e4 uusi vaihe, jossa tieteen ja tutkimusjulkaisujen avoin k\u00e4ytt\u00f6 digitaalisissa ymp\u00e4rist\u00f6iss\u00e4 n\u00e4ytt\u00e4\u00e4 nousevan uuden murroksen synnytt\u00e4j\u00e4ksi. Tieteest\u00e4 tulee aidosti globaalia ja sen tekemisen mahdollisuudet paranevat ainakin aineistojen avautuessa kaikille ihmisille. Kirjastojen perinteinen teht\u00e4v\u00e4 taata tutkimuksen tulosten s\u00e4ilyvyys tuleville sukupolville ja mahdollistaa niiden k\u00e4ytt\u00f6 kaikille tarvitsijoille on nyt teknisesti mahdollista. Poliittisen vaikuttamisen ja uusien palvelujen luomisen aika on siis alkanut.<\/p>\n\n\n\n

Finland has a high level of education and a wide range of competence built through extensive university education. Research creates new knowledge and provides the ingredients for building a good life, a functioning society and a successful economy. Academic libraries are an integral part of the Finnish success story of education and research. They also pass on the scientific information to the public, as the academic libraries are open to everyone in Finland. Digitalisation and the internationalisation of teaching and research have challenged libraries to develop tomorrow\u2019s services already today.<\/bdo><\/p>\n\n\n\n

The development periods of the academic libraries and the higher education institution in Finland can be divided into three. In the first phase, the university institution was established in Finland. This period lasted from the foundation of the University of Turku until the 1950s. At this stage, the academic library activities supported, above all, learning and research in local universities with a printed collection.<\/bdo><\/p>\n\n\n\n

The second phase is related to the construction of a Finnish welfare society and the role of higher education in it. The phase began to expand in the 1950s and its most active stages were the 1970s and 1980s. During this time, efforts were made to create equal opportunities in Finland to study and conduct research throughout the country. The goal was also to raise the educational level of the nation. This also gave a rise to the rapid economic growth in the Finnish society. Libraries played an important role here. During the printed documentation, they collaborated to ensure that the necessary scientific collections were available in Finland and that this material was shared between the libraries. At the same time, a wide network of open-to-all academic libraries was established in Finland.<\/bdo><\/p>\n\n\n\n

In the 1990s, the era of digitalisation and internationalisation started. Politically, during this time, the direct government control over the higher education institutions began to be reduced. It seems, however, that indirect control increased at least in the same proportions. The most significant change in libraries was the transition to digital content, which is at the present the de facto way for science to transmit research results. Access to materials became more difficult since the paywalls started to occur within the digital resources and this started to limit the Finnish idea of \u200b\u200bequal opportunities to all users.<\/bdo><\/p>\n\n\n\n

A new phase is currently emerging, in which the open use of science and research publications in digital environments is evolving rapidly. Science becomes genuinely global and the opportunities for studies and research are improved when publications and data are opened to all. The traditional function of libraries: to guarantee the archiving of research results for future generations and to enable them to be used by all in need is now technically feasible, the time for political lobbying and the creation of new services has begun.<\/bdo><\/p>\n\n\n\n
