Aikaisemmin avoimesti kirjastojen kautta saadut painotuotteet olivatkin digitaalisessa maailmassa vain harvojen k\u00e4yt\u00f6ss\u00e4 ja niiden kustannukset alkoivat kohota ilman, ett\u00e4 varsinaisen ty\u00f6n tekij\u00e4t hy\u00f6tyiv\u00e4t n\u00e4ist\u00e4 rahavirroista.<\/p>\n\n\n\n<p>Poliittiset p\u00e4\u00e4tt\u00e4j\u00e4t ja tutkimusrahoittajat alkoivatkin vaatia tutkimusjulkaisujen avointa saatavuutta ja my\u00f6s rahoittaa t\u00e4t\u00e4 toimintaa. Tutkijayhteis\u00f6ss\u00e4 avoimella tieteell\u00e4 n\u00e4ytet\u00e4\u00e4n viel\u00e4kin tarkoitettavan erityisesti t\u00e4t\u00e4 tutkimusjulkaisujen avaamista.<\/p>\n\n\n\n<p>Tutkimuksen vaikuttavuuden kannalta julkaisujen avaaminen on vasta ensimm\u00e4inen askel, ja vaikuttavuudeltaan viel\u00e4 suhteellisen rajallinen. <a href=\"https:\/\/staff.aub.edu.lb\/~lmeho\/meho-physics-world.pdf\" target=\"_blank\" rel=\"noopener\">Lokman I Mehon<\/a> mukaan on n\u00e4ytt\u00f6\u00e4 siit\u00e4, ett\u00e4 tutkimusjulkaisuja k\u00e4ytet\u00e4\u00e4n suhteessa niiden m\u00e4\u00e4r\u00e4\u00e4n v\u00e4h\u00e4isesti: noin 90 %:iin ei viitata lainkaan ja on jopa n\u00e4ytt\u00f6\u00e4 siit\u00e4, ett\u00e4 noin puolta tutkimusjulkaisuista eiv\u00e4t lue kuin niiden kirjoittajat ja toimitusty\u00f6h\u00f6n osallistuvat henkil\u00f6t.<\/p>\n\n\n\n<p>T\u00e4ll\u00e4 hetkell\u00e4 tavoitteena olevan datan avaamispuheen voidaan pahimmillaan n\u00e4hd\u00e4 samanlaisena julkaisemista ja erityisesti sen m\u00e4\u00e4r\u00e4\u00e4 painottavan puheen jatkumona: huolta ei kanneta laadusta ja vaikuttavuudesta vaan siit\u00e4, ett\u00e4 m\u00e4\u00e4r\u00e4llist\u00e4 n\u00e4kyvyytt\u00e4 lis\u00e4t\u00e4\u00e4n.<\/p>\n\n\n\n<p>Aito avoin tiede n\u00e4ytt\u00e4ytyy silmiss\u00e4ni erityisesti tutkijayhteis\u00f6n toisiaan ja yhteiskuntaa tukevalta toiminnalta. Tutkimuseettisesti ja tutkimuksen kehittymisen vuoksi on hyv\u00e4\u00e4 ja arvokasta avata julkaisujaan ja tutkimusdataansa, mutta t\u00e4m\u00e4 tulee tehd\u00e4 helpottamalla kollegojen ty\u00f6t\u00e4: tekem\u00e4ll\u00e4 merkityksellisi\u00e4 julkaisuja ja avaamalla laadullisesti ja sis\u00e4ll\u00f6llisesti merkitt\u00e4v\u00e4\u00e4 dataa, joka on kuvailtu siten, ett\u00e4 sen jatkok\u00e4ytt\u00f6 mahdollistuu.<\/p>\n\n\n\n<p>Varsinainen tutkimuksen yhteiskunnallinen vaikuttavuus tulee siit\u00e4, ett\u00e4 tutkijayhteis\u00f6 kohtaa kansalaiset ja heid\u00e4n muodostamansa yhteis\u00f6t siell\u00e4, miss\u00e4 ihmiset el\u00e4v\u00e4t ja toimivat. Avoin tiede on siten avointa vaikuttamista kaikilla kanavilla. Valeuutispuheesta sen erottaa se, ett\u00e4 keskustelu ja sen argumentointi perustuu tutkimusn\u00e4ytt\u00f6\u00f6n ja kriittiseen arviointiin.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"http:\/\/www.openaccessweek.org\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" width=\"480\" height=\"621\" src=\"https:\/\/blogs.uef.fi\/ueflibrary\/wp-content\/uploads\/sites\/18\/2017\/10\/Open-in-Order-To-General-Poster.jpg\" alt=\"\" class=\"wp-image-4529\" \/><\/a><\/figure>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The pressures to open the science to the public started at the beginning of this millennium when it was noticed that the scientific publications had gone behind the <a href=\"http:\/\/www.informationr.net\/ir\/22-3\/paper769.html\" target=\"_blank\" rel=\"noopener\">paywall<\/a>. The previously open use of the printed works via libraries was not possible in the digital realm, when only those inside the paywall were able to utilize these resources. In addition, the costs started to rise and at the same time the people who did the real work were left out form the financial benefits of the commercialised scientific publishing industry.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The decision makers and research funders started to insist on open access to scientific publications and they also started to fund this initiative. Thus, at the present the discussion about the open science within the scientific community in mainly about the open access to the publications.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">When one considers the impact of the research, the opening of the publications is just the first step and actually quite marginal when one speaks about the impact of the science on the community. <a href=\"https:\/\/staff.aub.edu.lb\/~lmeho\/meho-physics-world.pdf\" target=\"_blank\" rel=\"noopener\">Lokman I Meho<\/a> states that there is evidence that the actual use of the scientific publications is quite low: about 90 % of the publicat\u00edons are not cited; there is even evidence that about half of the papers are not read at all, except for the writers and editors.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The present discussion about opening research data seems to be a continuation of the same discourse that is about the quantity of research: the focus is mainly in opening the vast masses of the research work and not so much about the actual quality and impact of the opened resources.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">In my mind, real open science is particularly about actions that help and enable the other researchers and the human community to utilize the scientific results in their daily lives. Ethically, and<strong>in order to<\/strong> facilitate the progress of the science it is good and valuable to open publications and data, but in a manner that supports the work of colleagues: by writing meaningful publications and by opening meaningful and contentful data, that is <span lang=\"en\">described <\/span>in order to be readily reused.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The actual societal impact of the scientific work emanates from situations where the scientific research meets with the citizens in their daily surroundings. Open science is thus about being present in all possible media and discussions.
