Avoimen julkaisemisen kustannuksista puhuttaessa keskityt\u00e4\u00e4n usein kirjoittajamaksuihin, mutta kokonaiskustannuksiin t\u00e4ytyy laskea mukaan my\u00f6s avoimen julkaisemisen sopimukset ja kirjastolla teht\u00e4v\u00e4 asiantuntijaty\u00f6.<\/strong><\/p>\n\n\n\n

Kansainv\u00e4lisen Open Access<\/bdo> -viikon<\/a> teema 2026 on The Cost of Knowledge<\/bdo>, tiedon hinta. Perinteisess\u00e4 julkaisumaailmassa se on usein konkreettinen: lehdell\u00e4 tai kirjalla on hinta, joka t\u00e4ytyy maksaa, jotta sen sis\u00e4lt\u00e4m\u00e4\u00e4n tietoon p\u00e4\u00e4see k\u00e4siksi. Tiedejulkaisemisen kentt\u00e4 on kuitenkin muuttunut vauhdilla avoimemmaksi, ja vuonna 2025 It\u00e4-Suomen yliopistossa tehdyist\u00e4 vertaisarvioiduista julkaisuista jo 87 prosenttia oli avoimesti saatavilla. Avoimet julkaisut ovat avoimen tieteen periaatteiden mukaan kaikkien kiinnostuneiden luettavissa ja k\u00e4ytett\u00e4viss\u00e4 maksutta. Ilmaisia lounaita ei kuitenkaan ole; tiedon hinta on muuttunut v\u00e4hemm\u00e4n n\u00e4kyv\u00e4ksi.<\/p>\n\n\n\n

Raha \u2013 kuinka paljon maksamme avoimuudesta?<\/h2>\n\n\n\n

Tiedekustantajat periv\u00e4t Open Access -artikkeleiden julkaisemisesta kirjoittajamaksuja (Article Processing Fee<\/bdo>, APC tai Book Processing Fee<\/bdo>, BPC) julkaisemisen kulujen kattamiseen. Perinteinen asetelma on siis k\u00e4\u00e4ntynyt toisin p\u00e4in: kirjoittaja maksaa kustantajalle siit\u00e4, ett\u00e4 tieto voidaan tarjota lukijoille maksutta.<\/p>\n\n\n\n

Vuonna 2025 UEF maksoi kirjaston seurannan mukaan perus- ja t\u00e4ydent\u00e4v\u00e4st\u00e4 rahoituksesta APC-maksuja 265 083 euroa ja BPC-maksuja 50 529 euroa. N\u00e4m\u00e4 summat eiv\u00e4t sis\u00e4ll\u00e4 arvonlis\u00e4veroa tai muita julkaisukustannuksia, joita artikkeleista on voinut synty\u00e4. Luvut on viety OpenAPC<\/bdo>-palveluun<\/a>, jossa rahan jakautumista on mahdollista tutkia tarkasti.<\/p>\n\n\n\n

Perinteisell\u00e4 tilausmallilla toimivien yksitt\u00e4isi\u00e4 artikkeleita APC-maksun kautta avaavien hybridilehtien OA-kustannuksia avoimen tieteen Plan S<\/a> -suunnitelmaan sitoutuneet rahoittajat eiv\u00e4t hyv\u00e4ksy. N\u00e4iss\u00e4 lehdiss\u00e4 julkaisua mahdollistetaan kirjaston solmimien transformatiivisten sopimusten<\/a> kautta. Sopimuksiin kuuluvissa lehdiss\u00e4 julkaistavien UEF-affilioituneiden vastuukirjoittajien artikkelit voidaan avata ilman erillist\u00e4 APC-maksua \u2013 ainakin niin kauan kuin sopimusten vuosittaisissa julkaisukiinti\u00f6iss\u00e4 on tilaa.<\/p>\n\n\n\n

Vaikka sopimuksen kattama julkaisu on kirjoittajalle ja laitokselle ilmaista, transformatiiviset sopimukset ovat kirjastolle suuri vuosittainen kuluer\u00e4. Ne ovat yleens\u00e4 ns. Read & Publish -sopimuksia, joissa kirjasto hankkii samalla luku- ja julkaisuoikeudet tiettyihin lehtikokoelmiin. Vuonna 2025 julkaisuoikeuksien laskennallinen osuus n\u00e4iden sopimusten arvosta nousi UEFilla jo noin 1,1 miljoonaan euroon. Artikkeleita avattiin 568 kappaletta, joten artikkelikohtainen kustannus oli hieman alle 2000 euroa. N\u00e4in laskettu julkaisuoikeuden osuus sopimusten kokonaisarvosta perustuu kuitenkin jossain m\u00e4\u00e4rin teoreettisiin jakoihin, sill\u00e4 sopimukset ovat kokonaisuuksia, joissa ei aina tarkasti m\u00e4\u00e4ritell\u00e4 eri osien hintoja. Kustannusten suuruusluokka on joka tapauksessa merkitt\u00e4v\u00e4.<\/p>\n\n\n\n

Avoimen tieteen periaatteisiin sitoutuneen tutkimusorganisaation n\u00e4k\u00f6kulmasta transformatiiviset sopimukset ovat v\u00e4livaihe julkaisumaailman matkalla kohti t\u00e4ytt\u00e4 avoimuutta. Suuret kustantajat ovat kuitenkin olleet hitaita siirtym\u00e4ss\u00e4\u00e4n kohti Open Access<\/bdo> -julkaisua, ja hybridimallilla toimivien lehtien m\u00e4\u00e4r\u00e4 on yh\u00e4 suuri. On perusteltua sanoa, ett\u00e4 transformatiivisilla sopimuksilla rahoitetaan suoraan vanhalla tilausmallilla toimivia lehti\u00e4 varsin kovaan hintaan. Kirjastojen, korkeakoulujen ja tutkimusorganisaatioiden muodostama FinElib-konsortio onkin vet\u00e4nyt tiukan linjan Elsevierin kanssa t\u00e4ll\u00e4 hetkell\u00e4 k\u00e4yt\u00e4viss\u00e4 neuvotteluissa: uutinen ”Nykyehdoilla sopimukseen ei ole en\u00e4\u00e4 varaa<\/a>” FinElibin sivuilla.<\/p>\n\n\n\n

Ty\u00f6 \u2013 mit\u00e4 avoin julkaiseminen vaatii kirjastolta?<\/h2>\n\n\n\n

Kirjoittajamaksut ovat selv\u00e4rajainen ja n\u00e4kyv\u00e4 osa avoimen julkaisemisen hintaa, mutta kustannuksia syntyy my\u00f6s asiantuntijaty\u00f6n vaatiman henkil\u00f6resurssin ja yliopiston oman julkaisuinfrastruktuurin yll\u00e4pit\u00e4misen kautta. Julkaisemisen avoimuus koskettaa tavalla tai toisella monia kirjaston teht\u00e4vi\u00e4, mutta suorimmin se liittyy kirjoittajamaksujen ja rinnakkaistallentamisen parissa teht\u00e4v\u00e4\u00e4n ty\u00f6h\u00f6n.<\/p>\n\n\n\n

Sopimukset ja maksut<\/h4>\n\n\n\n

Transformatiivisten sopimusten solmiminen, hallinnointi ja seuranta ovat jatkuva ty\u00f6nsarka kirjaston hankinta-asiantuntijoille. Hankintojen tueksi analysoidaan k\u00e4ytt\u00f6- ja julkaisudataa ja kuunnellaan herk\u00e4ll\u00e4 korvalla yliopistoyhteis\u00f6n tarpeita. Kirjasto on velvoitettu varmistamaan, ett\u00e4 sopimusten kautta rahoitusta hakevat artikkelit ovat siihen oikeutettuja, sill\u00e4 sopimukset asettavat niille erilaisia kelpoisuusvaatimuksia. Jokainen t\u00e4llainen artikkeli kiert\u00e4\u00e4kin sopimusasiantuntijoiden kautta. Kirjasto tarkistaa my\u00f6s kaikki muut yliopiston maksamat kirjoittajamaksut ja kirjaa ne CRIS-tutkimustietoj\u00e4rjestelm\u00e4\u00e4n. N\u00e4in muun muassa OpenAPC-palveluun voidaan raportoida tarkkaa kustantajakohtaista tietoa.<\/p>\n\n\n\n

Rinnakkaistallentaminen<\/h4>\n\n\n\n

Lehdiss\u00e4 avoimena julkaistujen OA-artikkeleiden ohella toinen merkitt\u00e4v\u00e4 tapa julkaista avoimesti on rinnakkaistallentaminen. Kirjasto rinnakkaistallentaa kaikki yliopistomme tutkijoiden julkaisemat vertaisarvioidut artikkelit UEFin eRepo-julkaisuarkistoon<\/a>, ja jokainen tallennus vaatii tarkkaa ty\u00f6t\u00e4 rinnakkaistallennus- ja CRIS-asiantuntijoilta. Erityisesti maksumuurin takana julkaistujen artikkeleiden osalta prosessi sis\u00e4lt\u00e4\u00e4 usein my\u00f6s viestint\u00e4\u00e4 kirjoittajien kanssa, k\u00e4sikirjoitusversion tallennuskelpoisuuden tarkistamista ja muuta ty\u00f6t\u00e4, joka ei suoraan liity itse tallentamiseen. eRepo on yliopiston itse hallinnoima arkisto, joten sen (ja rinnakkaistallentamiseen liittyvien taustaj\u00e4rjestelmien) yll\u00e4pito ja kehitt\u00e4minen vaativat nekin kirjaston j\u00e4rjestelm\u00e4asiantuntijoilta jatkuvaa ty\u00f6t\u00e4.<\/p>\n\n\n\n

Kirjasto tarjoaa my\u00f6s tukea ja neuvontaa yliopistoyhteis\u00f6lle avoimen julkaisemisen kysymyksiss\u00e4 kautta linjan, j\u00e4rjest\u00e4\u00e4 koulutusta ja viestii ajankohtaisista kehityksist\u00e4 koko yhteis\u00f6lle. Vuonna 2026 uusia ja merkitt\u00e4vi\u00e4 avauksia UEFilla ovat mahdollisuus v\u00e4it\u00f6skirjojen CC-lisensointiin ja esilisensointimalli.<\/p>\n\n\n\n

Esilisensointi \u2013 avoimen julkaisemisen kest\u00e4v\u00e4 tulevaisuus?<\/h2>\n\n\n\n

Suomalaiset yliopistot ovat ottaneet 2026 k\u00e4ytt\u00f6\u00f6n esilisensointimallin<\/a>, joka antaa tutkijoille ja tutkimusorganisaatioille aiempaa enemm\u00e4n kontrollia tuottamaansa tietoon ja sen avoimuuteen. Esilisensointi on suomalainen toteutus kansainv\u00e4lisest\u00e4 cOAlition S -konsortion Rights Retention Strategy<\/bdo>sta<\/a>, ja usea eurooppalainen maa onkin ottanut vastaavan mallin k\u00e4ytt\u00f6\u00f6ns\u00e4.<\/p>\n\n\n\n

UEFin tutkijat voivat nyt lisensoida artikkeleidensa vertaisarvioidut k\u00e4sikirjoitukset v\u00e4litt\u00f6m\u00e4sti avoimiksi CC-lisenssill\u00e4, jolloin kustantaja ei voi en\u00e4\u00e4 asettaa rinnakkaistallentamiselle rajoitteita. N\u00e4in kirjoittajat voivat julkaista hybridilehdiss\u00e4 maksumuurin takana, mutta samalla rinnakkaistallentaa k\u00e4sikirjoituksen avoimena eRepoon heti julkaisuhetkell\u00e4. T\u00e4ll\u00e4 tavalla saavutettu avoimuus t\u00e4ytt\u00e4\u00e4 merkitt\u00e4vien rahoittajien vaatimukset, joten malli avaa esimerkiksi Suomen Akatemian ja Horizon Europen rahoituksella teht\u00e4v\u00e4lle tutkimukselle julkaisukanavia, joissa ei olisi aikaisemmin ollut mahdollista rahoitusehtojen puitteissa julkaista.<\/p>\n\n\n\n

Esilisensointi on kustannustehokas tie avoimuuteen, koska siin\u00e4 lopullisen artikkelin avaamisesta ei makseta APC-maksuja hybridilehdille. Samalla se mahdollistaa aikaisempaa laajemmin tieteellisen tiedon kustantajista riippumattoman avoimuuden ja pitk\u00e4aikaiss\u00e4ilytyksen. Mallin k\u00e4ytt\u00f6\u00f6notto onkin tutkimusorganisaatioille mahdollisuus suunnata avoimeen julkaisemiseen k\u00e4ytettyj\u00e4 resursseja aiempaa kest\u00e4v\u00e4mmin ja toteuttaa avoimen tieteen periaatteita riippumatta kustantajien maksumuureja rakentavista toimintamalleista.<\/p>\n\n\n\n

Esilisensoinnin konkreettiset vaikutukset kustannuksiin ja transformatiivisiin sopimuksiin n\u00e4hd\u00e4\u00e4n vasta pitk\u00e4ll\u00e4 aikav\u00e4lill\u00e4, mutta se on selv\u00e4 askel kohti taloudellisesti kest\u00e4v\u00e4mp\u00e4\u00e4 avoimen julkaisemisen kulttuuria.<\/p>\n\n\n\n

When discussing the costs of open access publishing, the focus is often on author fees. However, open access agreements and the expert work carried out at the library must also be included in the total costs.<\/bdo><\/strong><\/p>\n\n\n\n

The theme of the international Open Access Week<\/a> 2026 is The Cost of Knowledge. In the traditional publishing world, this cost is often concrete: a journal or a book has a price that must be paid in order to access the information it contains. The field of academic publishing has, however, been changing rapidly towards greater openness, and in 2025 as much as 87 per cent of the peer-reviewed publications produced at the University of Eastern Finland were open access. In line with the principles of open science, open publications are available to anyone interested, free of charge. However, there is no such thing as a free lunch. The price of knowledge has simply become less visible.<\/bdo><\/p>\n\n\n\n

Money \u2013 how much do we pay for openness?<\/bdo><\/h2>\n\n\n\n

Academic publishers charge author fees (Article Processing Charge, APC, or Book Processing Charge, BPC) for publishing Open Access articles in order to cover the costs of publishing. The traditional setting has thus been reversed: the author pays the publisher so that the information can be offered to readers free of charge.<\/bdo><\/p>\n\n\n\n

According to the library’s monitoring, in 2025 UEF paid 265 083 euros in APCs and 50 529 euros in BPCs from its basic and supplementary funding. These sums do not include value added tax or any other publication costs that may have been incurred by the articles. The figures have been submitted to the OpenAPC<\/a> service, where the distribution of the money can be examined in detail.<\/bdo><\/p>\n\n\n\n

Funders committed to the Plan S<\/a> initiative for open science do not accept OA costs for hybrid journals that operate on the traditional subscription model and open individual articles via an APC. In these journals, publishing is enabled through transformative agreements<\/a> negotiated by the library. In the journals covered by these agreements, articles by UEF-affiliated corresponding authors can be made open without a separate APC \u2013 at least as long as there is room in the annual publishing quotas of the agreements.<\/bdo><\/p>\n\n\n\n

Even though publication covered by an agreement is free of charge for the author and the department, transformative agreements are a major annual expense for the library. They are usually so-called Read & Publish agreements, in which the library acquires both reading and publishing rights to specific journal collections. In 2025, the calculated share of publishing rights in the value of these agreements rose to approximately 1.1 million euros at UEF. 568 articles were made OA this way, so the cost of one OA article was just under 2000 euros. The share of publishing rights in the total value of the agreements calculated in this way is, however, based to some extent on theoretical allocations, as the agreements are packages in which the prices of the different components are not always precisely defined. In any case, the order of magnitude of the costs is significant.<\/bdo><\/p>\n\n\n\n

From the perspective of a research organisation committed to the principles of open science, transformative agreements are a transitional phase on the publishing world’s journey towards full openness. However, major publishers have been slow to move towards open access publishing, and the number of journals operating on a hybrid model is still large. It is fair to say that transformative agreements directly fund journals operating on the old subscription model, and at a rather high price. The FinElib consortium, formed by libraries, higher education institutions and research organisations, has therefore taken a firm line in its current negotiations with Elsevier: see the news item ”Continuing the Elsevier deal with the current terms is no longer financially sustainable<\/a>” on the FinElib website.<\/bdo><\/p>\n\n\n\n

Work \u2013 what does open access publishing require from the library?<\/bdo><\/h2>\n\n\n\n

Author fees are a clearly defined and visible part of the price of open access publishing, but costs also arise from the human resources required for expert work and from maintaining the university’s own publishing infrastructure. Openness in publishing touches many of the library’s services in one way or another, but it is most directly linked to the work carried out around author fees and self-archiving.<\/bdo><\/p>\n\n\n\n

Agreements and APCs<\/bdo><\/h4>\n\n\n\n

Negotiating, administering and monitoring transformative agreements is an ongoing task for the library’s acquisition specialists. To support acquisitions, usage and publication data are analysed, and the needs of the university community are listened to carefully. The library is required to ensure that articles seeking funding through the agreements are eligible for it, as the agreements set various eligibility requirements for them. Every such article therefore goes through the agreement specialists. The library also checks all other author fees paid by the university and records them in the CRIS research information system. This makes it possible, among other things, to report detailed publisher-specific data to the OpenAPC service.<\/bdo><\/p>\n\n\n\n

Self-archiving<\/bdo><\/h4>\n\n\n\n

Alongside OA articles published openly in journals, another significant way of publishing openly is self-archiving. The library self-archives all peer-reviewed articles published by our university’s researchers in UEF’s eRepo<\/a> publication archive, and each deposit requires meticulous work from the self-archiving and CRIS specialists. In particular for articles published behind a paywall, the process often also involves communication with the authors, checking whether the manuscript version is eligible for deposit, and other work that is not directly related to the deposit itself. eRepo is an archive managed by the university itself, so maintaining and developing it (and the background systems related to self-archiving) also require continuous work from the library’s system specialists.<\/bdo><\/p>\n\n\n\n

The library also provides support and advice to the university community on open access publishing issues across the board, organises training and communicates current developments to the whole community. In 2026, new and significant developments at UEF include the possibility of CC licensing for doctoral dissertations and the prior licence model.<\/bdo><\/p>\n\n\n\n

Prior licensing \u2013 a sustainable future for open access publishing?<\/bdo><\/h2>\n\n\n\n

In 2026, Finnish universities have adopted prior licence model<\/a>, which gives researchers and research organisations more control than before over the knowledge they produce and its openness. Pre-licensing is the Finnish implementation of the international cOAlition S consortium’s Rights Retention Strategy<\/a>, and a similar model has recently been adopted in other European countries as well.<\/bdo><\/p>\n\n\n\n

UEF researchers can now license the peer-reviewed manuscripts of their articles as immediately open with a CC licence, which means that the publisher can no longer impose restrictions on self-archiving. In this way, authors can publish in hybrid journals behind a paywall, but at the same time self-archive the manuscript openly in eRepo right at the moment of publication. Openness achieved in this way meets the requirements of major funders, so the model opens up publishing channels for research funded, for example, by the Research Council of Finland and Horizon Europe, which previously could not have been used within the limits of the funding terms.<\/bdo><\/p>\n\n\n\n

Prior licensing is a cost-effective route to openness, because it does not involve paying APCs to hybrid journals for opening the final article. At the same time, it enables publisher-independent openness and long-term preservation of scientific knowledge on a wider scale than before. The adoption of the model therefore gives research organisations an opportunity to direct resources used for open access publishing in a more sustainable way than before, and to implement the principles of open science independently of publishers’ paywall-based business models.<\/bdo><\/p>\n\n\n\n

The concrete effects of prior licensing on costs and on transformative agreements will only be seen in the long term, but it is a clear step towards a financially more sustainable culture of open access publishing.<\/bdo><\/p>\n\n\n\n
