Osallistuin et\u00e4yhteydell\u00e4, ja muistiinpanoissani korostuu erityisesti kysymys siit\u00e4, kenelle avoin tiede tosiasiassa on avointa.<\/p>\n\n\n\n<p>YK:n tasolla tiede tunnistetaan ihmisoikeudeksi, ja avoin tiede esitet\u00e4\u00e4n v\u00e4lineen\u00e4 yhteisen hyv\u00e4n edist\u00e4miseen. Konferenssi avasi kuitenkin n\u00e4kym\u00e4n siihen, ett\u00e4 avoin tiede ei ole yksiselitteisesti saavutettavissa oleva globaali ihanne. Sen toteutuminen on sidoksissa kieleen, valtaan, geopoliittisiin rakenteisiin, talouteen ja tiedon omistajuuteen.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Kieli ja ep\u00e4tasa-arvo tieteen rakenteissa<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Englannin kielen ylivalta<\/h4>\n\n\n\n<p>UNESCOn mukaan yli 90 % tieteellisist\u00e4 julkaisuista on englanniksi. T\u00e4m\u00e4 tarkoittaa, ett\u00e4 suuri osa maailman tutkijoista toimii vieraalla kielell\u00e4, mik\u00e4 heikent\u00e4\u00e4 tasavertaisuutta ja vaikuttaa siihen, kenen \u00e4\u00e4ni kuuluu tiedeyhteis\u00f6ss\u00e4.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Luottamuksen rakentuminen<\/h4>\n\n\n\n<p>Luottamusta tieteeseen ei voi synty\u00e4 j\u00e4rjestelm\u00e4ss\u00e4, joka suodattaa legitimiteetin yhden kielen, maantieteen tai maailmankuvan kautta.<br \/>Useiden puhujien viesti oli sama:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li> jos tiede sulkee ihmisi\u00e4 ulkopuolelle, se ei voi odottaa heid\u00e4n luottamustaan<\/li>\n\n\n\n<li>avoimuus edellytt\u00e4\u00e4 kielellist\u00e4 ja kulttuurista moninaisuutta<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Suomen kielen n\u00e4kym\u00e4tt\u00f6myys<\/h4>\n\n\n\n<p>Huomioitavaa on, ett\u00e4 vaikka <a href=\"https:\/\/www.unesco.org\/en\/open-science?hub=686\">UNESCOn avoimen tieteen ohjeita<\/a> on saatavilla monilla kielill\u00e4, suomen kielt\u00e4 ei juuri n\u00e4y. Viestineek\u00f6 t\u00e4m\u00e4 rajallisesta suomalaisesta osallistumisesta globaaliin keskusteluun?<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Tieto on valtaa \u2013 ja rahaa<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Yksityinen sektori ja tiedon omistajuus<\/strong><\/h4>\n\n\n\n<p>Merkitt\u00e4v\u00e4 osa tieteest\u00e4 tuotetaan yksityisell\u00e4 sektorilla, jolloin tieto on taloudellista p\u00e4\u00e4omaa. T\u00e4ll\u00f6in avoimuus ei ole itsest\u00e4\u00e4nselvyys, eiv\u00e4tk\u00e4 yritykset luovuta tietoa ilman vastinetta.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Avoimuus, joka ei ole avointa<\/strong><\/h4>\n\n\n\n<p>Moni \u201davoimeksi\u201d merkitty aineisto on tosiasiassa:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>instituutioiden, kuten oppilaitokset, kirjastoihin tai intraan rajattua<\/li>\n\n\n\n<li>lisenssi- tai kirjautumisperusteista<\/li>\n\n\n\n<li>saavutettavissa vain tietyill\u00e4 teknisill\u00e4 v\u00e4lineill\u00e4<\/li>\n<\/ul>\n\n\n\n<p>Avoin tiede ei siis toteudu, jos p\u00e4\u00e4sy tietoihin edellytt\u00e4\u00e4 resursseja, joita kaikilla ei ole.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Rahoittajien rooli<\/strong><\/h4>\n\n\n\n<p>Vaikka tutkijalla olisi vilpit\u00f6n halu avata aineistonsa, rahoittaja voi rajoittaa avoimuutta. Taloudelliset realiteetit luovat rakenteita, joita yksitt\u00e4inen tutkija ei voi ohittaa.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Oikeudenmukaisuuden n\u00e4k\u00f6kulma<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">Kolonialistiset rakenteet<\/h4>\n\n\n\n<p>Useissa puheenvuoroissa tuotiin esille, ett\u00e4 tiedon tuottamisen ja jakamisen k\u00e4yt\u00e4nn\u00f6t ovat historiallisesti ep\u00e4reiluja. Avoimuus ilman vastavuoroisuutta on vain l\u00e4pin\u00e4kyvyytt\u00e4, ei oikeudenmukaisuutta.<br \/>Tarvitaan yhteisty\u00f6t\u00e4, joka jakaa hy\u00f6tyj\u00e4 tasapuolisesti.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Alkuper\u00e4iskansojen tieto (Indigenous knowledge<\/strong>) <\/h4>\n\n\n\n<p>Alkuper\u00e4iskansojen tieto on monilta osin j\u00e4nnitteisess\u00e4 suhteessa vallitsevaan \u201dviralliseen\u201d tieteeseen. Osallistuminen koetaan kiinnostavaksi, mutta ei-toivotut seuraukset ovat olemassa oleva riski, jos tiedett\u00e4 tehd\u00e4\u00e4n ulkopuolisilla, virallisen tieteen s\u00e4\u00e4nn\u00f6ill\u00e4.<br \/>Avoin tiede ei voi toteutua, jos tietoa jaetaan vailla suojaavia rakenteita tai vastavuoroisuutta.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Prosessien avoimuus<\/strong><\/h4>\n\n\n\n<p>Perinteisesti tiede viestii tuloksista, ei prosesseista. Avoimuuden toteutuminen edellytt\u00e4isi, ett\u00e4 tiedeyhteis\u00f6 avaa my\u00f6s:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ketk\u00e4 ovat mukana<\/li>\n\n\n\n<li>miten tutkimukseen osallistutaan<\/li>\n\n\n\n<li>miten tutkimusyhteis\u00f6t ja niiden tietoj\u00e4rjestelm\u00e4t kytkeytyv\u00e4t toisiinsa<\/li>\n\n\n\n<li>mik\u00e4 on tutkimuksen vaikutus yhteiskuntaan<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Kansalaiset tiedon tuottajina<\/h3>\n\n\n\n<p>Kansalaisia ei tulisi n\u00e4hd\u00e4 vain tieteen yleis\u00f6n\u00e4, vaan aktiivisina osallisina, t\u00e4m\u00e4 edellytt\u00e4\u00e4:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>osallistumisen mahdollistavaa infrastruktuuria<\/li>\n\n\n\n<li>selkeit\u00e4 toimintamalleja<\/li>\n\n\n\n<li>luottamuksen rakentamista yhteisty\u00f6n kautta<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Koulutussektorin hierarkiat<\/h4>\n\n\n\n<p>L\u00e4nsimaiseen koulutusj\u00e4rjestelm\u00e4\u00e4n liittyy edelleen vahvoja hierarkioita:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li> \u201dNe, joilla on virallinen tieto\u201d esim. l\u00e4hetyssaarnaajat, opettajat, tutkijat<\/li>\n\n\n\n<li>ja \u201dne, joilla ei ole\u201d, esim. alkuper\u00e4iskansat, jotka ovat yll\u00e4mainittujen kohteena<\/li>\n<\/ul>\n\n\n\n<p>T\u00e4m\u00e4 jako sulkee ulkopuolelle ihmisi\u00e4 ja yhteis\u00f6j\u00e4, joiden tieto voisi olla yht\u00e4 arvokasta tai jopa arvokkaampaa.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Avoimen tieteen haasteita<\/h4>\n\n\n\n<p>Konferenssissa korostettiin, ett\u00e4 avoin tiede tarjoaa monia hy\u00f6tyj\u00e4, mutta l\u00e4hes kaikki puheenvuorot sis\u00e4lsiv\u00e4t my\u00f6s varauksia, avoimuus ei yksin riit\u00e4. Avoin tiede vaatii infrastruktuuria, oikeudellisia kehyksi\u00e4, rahoitusmekanismeja, kielellist\u00e4 moninaisuutta, ja kapasiteetin vahvistamista.<\/p>\n\n\n\n<p>YK:n <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/sotf-pact_for_the_future_adopted.pdf\"><bdo lang=\"en\" dir=\"ltr\">Pact for the Future<\/bdo><\/a> muistuttaa, ett\u00e4 tiede palvelee kolmea YK:n pilaria:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>kest\u00e4v\u00e4\u00e4 kehityst\u00e4<\/li>\n\n\n\n<li>rauhaa ja turvallisuutta<\/li>\n\n\n\n<li>ihmisoikeuksia<\/li>\n<\/ul>\n\n\n\n<p>Tavoitteen saavuttaminen edellytt\u00e4\u00e4, ett\u00e4 kaikki voivat osallistua tiedon tuottamiseen \u2013 ei vain ne, joilla on resurssit.<br \/><br \/>Avoin tiede ei ole vain tekninen kysymys aineistojen jakamisesta. <strong>Avoin tiede on poliittinen ja yhteiskunnallinen kysymys vallasta, rahoituksesta, kielest\u00e4, turvallisuudesta ja yhdenvertaisuudesta.<\/strong><\/p>\n\n\n\n<p>Jos tiedemaailma sulkee osan kansalaisista ulkopuolelle, menett\u00e4v\u00e4t he luottamuksensa tieteeseen. The conference, however, revealed that open science is not a universally attainable global ideal. Its realization is tied to language, power, geopolitical structures, economic interests, and questions of knowledge ownership.<br \/>I participated in this open and free event online, and the notes highlight the fundamental question: for whom is open science actually open?<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Language and inequality in the structures of science<\/bdo><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The dominance of English<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">According to UNESCO, more than 90% of scientific publications are in English. This means that a large proportion of the world\u2019s researchers work in a foreign language, which undermines equality and influences whose voice is heard in the scientific community.<\/bdo><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Building trust<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Trust in science cannot emerge within a system that filters legitimacy through a single language, geography, or worldview.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Several speakers emphasised that:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">If science excludes people, it cannot expect their trust<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Openness requires linguistic and cultural diversity<\/bdo><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The absence of Finnish<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Despite <a href=\"https:\/\/www.unesco.org\/en\/open-science?hub=686\">UNESCO open science recommendations<\/a> are available in multiple languages, Finnish is largely absent. Maybe this indicates limited Finnish participation in global discussions on open science?<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Knowledge as power \u2013 and as capital<\/bdo><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong><bdo lang=\"en\" dir=\"ltr\">The Private Sector and Ownership of Knowledge<\/bdo><\/strong><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">A significant share of scientific work is conducted within the private sector, where knowledge constitutes economic capital. In such contexts openness is far from self-evident, and companies rarely release information without compensation.<\/bdo><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Openness that is not truly open<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Many resources labelled as \u201copen\u201d are in practice:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">Restricted to an institution such as university libraries or intranets<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Behind licences or authentication requirements<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Accessible only through specific technical tools<\/bdo><\/li>\n<\/ul>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Open science cannot be realized if access to knowledge requires resources that everyone does not have.<\/bdo><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The role of funders<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Even if a researcher intends to share data openly, funders may limit openness. Financial constraints create structures that individual researchers cannot circumvent.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The perspective of justice<\/bdo><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Colonial structures<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Multiple presentations highlighted that the production and distribution of knowledge have historically been shaped by unequal and colonial structures. <br \/>Openness without reciprocity is mere transparency, not justice. <br \/>Fair collaboration is required to ensure that benefits are shared equitably.<\/bdo><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Indigenous knowledge<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Indigenous knowledge systems often stand in implicit tension with formal, mainstream science. Participation is welcomed, but the risks and unintended consequences are substantial if science is conducted solely according to external rules.<br \/>Open science cannot be realized if knowledge is shared without protective frameworks or mutual benefit.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Scientific processes, communities, and ownership<\/bdo><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Openness of processes<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Science traditionally communicates results rather than processes. Genuine openness requires transparency about:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">Who is involved<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">How participation is organized<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">How research communities and their knowledge systems connect to each other<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Does research have impact to community<\/bdo><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Citizens as knowledge producers<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Citizens should not be seen only as an audience for science but as active participants. This requires:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">Infrastructures that enable participation<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Clear operational models<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Trust-building through collaboration<\/bdo><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Hierarchies in the education sector<\/bdo><\/h4>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Western education systems continue to contain strong hierarchies:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li> <bdo lang=\"en\" dir=\"ltr\">\u201cthose who hold knowledge\u201d, e.g. missionaries, teachers, researchers<\/bdo><\/li>\n\n\n\n<li> <bdo lang=\"en\" dir=\"ltr\">and \u201cthose who do not\u201d the indigenous people as a target <\/bdo><\/li>\n<\/ul>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Such divisions exclude individuals and communities whose knowledge could be just as valuable &#8212; or even more so &#8212; than institutionalized scientific expertise.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Challenges of open science<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Speakers widely acknowledged the benefits of open science, yet almost all also noted important limitations: openness alone is insufficient, it requires adequate infrastructure, legal frameworks, funding mechanisms, linguistic diversity, and capacity strengthening.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The UN <a href=\"https:\/\/www.un.org\/sites\/un2.un.org\/files\/sotf-pact_for_the_future_adopted.pdf\">Pact for the Future<\/a> emphasises that science serves the three pillars of the United Nations:<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">Sustainable development<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Peace and security<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">Human rights<\/bdo><\/li>\n<\/ul>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">To achieve these aims, all people &#8212; not only those with resources &#8212; must be able to participate in knowledge production.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Open science is not merely a technical issue of sharing datasets. <strong>Open Science is a political and societal issue tied to power, funding, language, security, and equality.<\/strong><\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">If science excludes people, it loses their trust.
