Aina avoin <\/h3>\n\n\n\n

Avoimuus on yksi t\u00e4m\u00e4n hetken trendeist\u00e4 korkeakouluissa. Avoin tiede, avoin data, avoimet julkaisut ja avoin oppiminen n\u00e4kyv\u00e4t strategioissa ja k\u00e4yt\u00e4nn\u00f6n toimissa. Avoimuudella tarkoitetaan my\u00f6s henke\u00e4, jonka mukaan korkeakouluissa toimitaan. N\u00e4in itse tulkitsen It\u00e4-Suomen yliopiston strategian virkkeen \u201dOlemme rohkeita, avoimia ja vastuullisia\u201d.<\/p>\n\n\n\n

Vuonna 2024 kirjasto ponnisteli kahden eri dokumentin kanssa, joissa avoimuus oli keskeisess\u00e4 osassa. Kirjaston oma toimenpideohjelma vuosille 2025-2028<\/a> perustuu ajatukseen, ett\u00e4 kaikki kirjaston toiminta t\u00e4ht\u00e4\u00e4 avoimuuteen, onhan yliopiston kirjasto kaikille avoin tieteellisen tiedon tyyssija. Yliopiston avoimen tieteen ja tutkimuksen linjaus<\/a> sai rinnalleen toimenpideohjelman, jossa konkretisoidaan linjaukseen kirjatut tavoitteet. N\u00e4m\u00e4 kaksi toimenpideohjelmaa viitoittavat niin kirjaston kuin yliopistonkin tiet\u00e4 seuraavien vuosien ajan.<\/p>\n\n\n\n

Suomen korkeakoulukirjastot palvelevat tasapuolisesti kaikkia kansalaisia eiv\u00e4tk\u00e4 rajoita asiakaskuntaansa mill\u00e4\u00e4n tavalla. Kirjastojen toiminta t\u00e4ht\u00e4\u00e4 kaikkinensa siihen, ett\u00e4 tieteellinen tieto on kaikkien saatavilla ja l\u00f6ydett\u00e4viss\u00e4. T\u00e4t\u00e4 varten kirjastot hankkivat, j\u00e4rjest\u00e4v\u00e4t ja asettavat k\u00e4ytt\u00f6\u00f6n suuren valikoiman tieteellist\u00e4 kirjallisuutta. Laajasti ajatellen t\u00e4m\u00e4 kaikki tukee avoimuuden asiaa.<\/p>\n\n\n\n

Kokoelmat ytimess\u00e4 <\/h3>\n\n\n\n

Kirjaston kokoelmaohjelma<\/a> linjaa aineistoty\u00f6n periaatteet. Kaikkea maailmassa ilmestyv\u00e4\u00e4 tieteellist\u00e4 tietoa ei voi tallettaa yhteen kirjastoon, siksi kirjaston on linjattava, mit\u00e4 aineistoa se hankkii omiin kokoelmiinsa. On my\u00f6s mietitt\u00e4v\u00e4, mill\u00e4 tavalla avoimesti kaikkien saatavilla olevat julkaisut asetetaan asiakkaiden k\u00e4ytt\u00f6\u00f6n. Niit\u00e4 ei voi luetteloida kirjaston omaan tietokantaan kuin pienelt\u00e4 osin, joten niille on luotava oma kanavansa saatavuuden varmistamiseksi. <\/p>\n\n\n\n

Yksi v\u00e4hemm\u00e4n tunnettu keino tieteellisen tiedon l\u00f6ytyvyyden parantamiseksi on henkil\u00f6ihin ja yhteis\u00f6ihin liittyvien tietojen tallentaminen. Tekij\u00e4tieto voi eri syist\u00e4 olla kirjoitettu hieman eri muodoissa eri teoksissa. Auktorisoimalla nimimuoto<\/a> varmistetaan, ett\u00e4 tekij\u00e4 l\u00f6ytyy t\u00e4st\u00e4 huolimatta. Samaan tavoitteeseen t\u00e4hd\u00e4t\u00e4\u00e4n tallentamalla tekij\u00e4n ORCID- ja\/tai ISNI-tunniste. <\/p>\n\n\n\n

Vaikka tieteellinen tieto julkaistaan nykyisin paljolti s\u00e4hk\u00f6isess\u00e4 muodossa, painettua aineistoa kaivataan edelleen. Kirjasto valikoi omiin kokoelmiinsa relevanttia kirjallisuutta. Kaukopalvelu<\/a> on keino, jolla harvemmin tarvittavaa aineistoa lainataan muista kirjastoista omille asiakkaille. K\u00e4yt\u00e4nt\u00f6 on vanha, mutta edelleen tarpeellinen. Etenkin Kuopiossa sijaitseva Varastokirjasto on t\u00e4rke\u00e4 kirjallisuuden s\u00e4ilytt\u00e4j\u00e4. Sielt\u00e4 l\u00f6ytyy valtavasti sellaista tietoa, jota kirjastot ovat sinne lahjoittaneet.<\/p>\n\n\n\n

Avoin tiede <\/h3>\n\n\n\n

Yliopiston avoimen tieteen ja tutkimuksen linjausta tukeva toimenpideohjelma antaa hyv\u00e4t ev\u00e4\u00e4t jatkaa ty\u00f6t\u00e4 niin avoimen julkaisemisen, avoimen datan kuin avoimen oppimisenkin kehitt\u00e4miseksi. Kirjaston rooli on merkitt\u00e4v\u00e4 monissa t\u00e4h\u00e4n liittyviss\u00e4 toimissa.<\/p>\n\n\n\n

Kirjasto rinnakkaistallentaa mahdollisimman paljon yliopiston omia julkaisuja avoimesti kaikkien saataville. Toinen keino on maksaa kirjoittajamaksu<\/a>, jolloin kustantaja asettaa artikkelin itse vapaasti kaikkien luettavaksi. Kirjasto seuraa yliopiston vuosittain maksamien kirjoittajamaksujen m\u00e4\u00e4r\u00e4\u00e4. Niihin menee merkitt\u00e4v\u00e4 summa, avoimuus ei ole ilmaista.<\/p>\n\n\n\n

Aineistonhallintasuunnitelma on t\u00e4rke\u00e4 dokumentti, jonka k\u00e4yt\u00f6n soisi laajentuvan koko yliopistoon. Sen laatiminen auttaa tutkijaa tai opiskelijaa j\u00e4sent\u00e4m\u00e4\u00e4n jo suunnitteluvaiheessa, millaista dataa h\u00e4n tarvitsee, miten h\u00e4n sen ker\u00e4\u00e4 ja s\u00e4ilytt\u00e4\u00e4 sek\u00e4 milloin siit\u00e4 voi luopua. Kirjasto j\u00e4rjesti elokuussa 2024 kes\u00e4koulukurssin<\/a>, jossa sukellettiin aineistonhallinnan toteuttamiseen tutkimusmetodien ja analyysin osana. Eri alojen tutkijat kertoivat omia menestystarinoitaan. Taustasta riippumatta suunnittelu, rutiinien korostaminen sek\u00e4 datanhallinnan ja tutkimusprosessin dokumentointi nousivat vahvasti esille.<\/p>\n\n\n\n

Avoimen tieteen kolmas t\u00e4rke\u00e4 osa-alue avoin oppiminen etenee kirjaston johdolla laaditun tiekartan mukaisesti. Erilaisin pilotein luomme maaper\u00e4\u00e4 sen laajemmalle k\u00e4ytt\u00f6\u00f6notolle. Digivisio 2030 -hanke<\/a> on k\u00e4ynniss\u00e4, ja siin\u00e4 avoimilla oppimateriaaleilla on t\u00e4rke\u00e4 osa.<\/p>\n\n\n\n

Asiakkaat <\/h3>\n\n\n\n

Asiakkaat ja heid\u00e4n tiedontarpeensa ovat kaiken toimintamme ydin. Kirjasto mittaa toimintaansa ja ker\u00e4\u00e4 palautetta jatkuvasti kehitt\u00e4\u00e4kseen palveluitaan. Lis\u00e4tiedon hankkimiseksi kyselyt ovat yksi t\u00e4rke\u00e4 ty\u00f6kalu. N\u00e4ill\u00e4 saamme esille etenkin opiskelijoiden n\u00e4kemyksi\u00e4. T\u00e4m\u00e4nkertaisen kyselyn<\/a> tavoitteena oli saada tietoa etenkin tiloistamme, aineistotarjonnastamme sek\u00e4 tiedonhausta. Yli 200 vastausta antoi meille oivan l\u00e4ht\u00f6kohdan analysoida onnistumistamme sek\u00e4 pohtia kehitt\u00e4mistoimiamme. Kiit\u00e4n kaikkia vastaajia aktiivisuudesta!<\/p>\n\n\n\n

Kirjaston vuosikertomuksen ilmestyess\u00e4 olen itse jo siirtynyt uuteen ty\u00f6paikkaan. Mieleni on haikea, olivathan vuoteni It\u00e4-Suomen yliopiston palveluksessa el\u00e4m\u00e4ni t\u00e4h\u00e4n asti parasta ty\u00f6aikaa. Koin yliopiston ilmapiirin eritt\u00e4in kannustavaksi. Kirjaston henkil\u00f6kunnan ammattitaito ja kunnianhimo siivittiv\u00e4t yhteist\u00e4 ty\u00f6t\u00e4mme eteenp\u00e4in kohti kansallisia ja kansainv\u00e4lisi\u00e4 huippusuorituksia. Kiit\u00e4n kaikkia hyv\u00e4st\u00e4 yhteisty\u00f6st\u00e4 ja toivotan menestyst\u00e4 yliopistolle sek\u00e4 sen kirjastolle.<\/p>\n\n\n\n

Always Open<\/h3>\n\n\n\n

Openness is one current trend in higher education institutions. Open science, open data, open publishing and open learning are important parts of strategies and actions. Openness also describes the spirit in which these institutions operate. That is how I interpret the sentence \u201cWe are courageous, open and responsible\u201d found in the University of Eastern Finland\u2019s strategy.<\/bdo>

Openness was in the centre of two documents the library focused intently on in 2024. The library\u2019s action plan 2025\u00ad\u00ad\u00ad\u20132028<\/a> is based on the idea that our efforts aim to advance openness in all aspects of our operations. The library is a hub of scientific information that is open to everyone, after all. UEF\u2019s Open Science and Research Policy<\/a> has also been materialised into an action plan that gives concrete form to the goals presented in the policy. These two plans guide not only the library but also the university forward in the coming years.<\/bdo>

Finnish university libraries and their services are open to everyone. The fundamental principle guiding library operations is the idea that scientific information should be accessible and available to all. This is why libraries acquire, arrange and make available large collections of scientific literature. In a broad sense, this all works towards the ideal of openness.<\/bdo><\/p>\n\n\n\n

The Collections Are Key<\/bdo><\/h3>\n\n\n\n

The library\u2019s collection programme<\/a> outlines the core principles of our collection management. All the scientific information produced worldwide cannot be stored in a single library and we must decide which materials to acquire for our own collections. It is also important to find ways to bring open access publications to our patrons. Only a small minority can be catalogued into our own database so we must find other means to make sure they are readily available.
 
One lesser-known way to further the discoverability of scientific information is recording the data relating to persons and groups. Author details can, for various reasons, be recorded slightly differently in different works. By creating an authorised form of the author\u2019s name<\/a> it can be made sure their work always remains discoverable. ORCID and ISNI identifiers also work towards the same goal.
 
While most scientific information today is published in digital form, printed materials are also still needed. Relevant literature is acquired to the UEF library\u2019s collections. Interlibrary services<\/a> make sure that infrequently needed materials are also available to library patrons. It is a time-tested service that is still relevant today. Especially the National Repository Library in Kuopio is an important preserver of literature that stores vast amounts of knowledge other libraries have donated to their collections.<\/bdo><\/p>\n\n\n\n

Open Science<\/bdo><\/h3>\n\n\n\n

The action plan upholding UEF\u2019s Open Science and Research Policy offers us a solid basis for advancing open publishing, open data and open learning in the future. The library plays a key role in many of these operations.
 
The library self-archives as many of the university\u2019s own publications as possible to make sure they are available to everyone. Another way to guarantee the availability of publications is paying an Article Processing Charge<\/a> to the publisher, who then provides open access to the article in question. The library also keeps track of the amount of Article Processing Charges the university pays on a yearly basis. The amount of money paid is considerable \u2013 openness is not free.
 
The Data Management Plan is an important document the whole university could benefit from. Creating the plan in an early stage of the research process helps the researcher or student to outline the data they need, how to collect and store said data as well as understanding when the data can be discarded. In 2024, the library organised a Summer School course<\/a> that dealt with data management as a part of research methods and analysis. There researchers hailing from different fields shared their own success stories. Planning, routines and documenting data management as well as research processes were strongly highlighted regardless of the background of the researcher.
 
Open learning, the third important area of open science, is moving forward according to a roadmap whose creation was led by the library. We will pave the way for its broader implementation with small-scale test initiatives. Digivisio 2030 programme<\/a> is underway and open teaching materials play a key part in it.<\/bdo><\/p>\n\n\n\n

Customers<\/bdo><\/h3>\n\n\n\n

Customers and their information requirements are at the core of library operations. We constantly assess our performance and collect feedback to improve our services. Surveys are an important tool for gaining more knowledge. They are especially important in order to hear the voices of the students. The aim of this year\u2019s survey<\/a> was to learn the customers\u2019 views on our facilities, collections and information retrieval services. We received over 200 responses that give us a solid starting point in analysing our successes and finding targets for development. Thank you for your responses!
 
I have already moved on to a new position in a different organisation by the time this annual report is published. My heart is heavy \u2013 the years I spent with the University of Eastern Finland were the best years of my professional life so far. I found the atmosphere to be very encouraging. The professional skill and ambition of the library staff took our work to exceptional achievements, both nationally and internationally. Thank you all for the excellent teamwork and I wish the university and its library all the best.
