Avoimen tieteen ja tutkimuksen vuoden 2024 seurannan tulokset julkistettiin<\/a> 30.10.2024. Tulokset ovat n\u00e4ht\u00e4viss\u00e4 Tiedejatutkimus.fi-portaalissa<\/a>.  <\/p>\n\n\n\n

Avoimuuden asteita on arvioitu nelj\u00e4ll\u00e4 eri osa-alueella: toimintakulttuurissa, julkaisemisessa, tutkimusaineistoissa ja infrastruktuureissa sek\u00e4 oppimisessa. Tasolla 1 organisaatio on viel\u00e4 l\u00e4ht\u00f6kuopissa eik\u00e4 avoimuutta esimerkiksi johdeta tietoisesti. Tasolla 5 avoimuus on jo mukana toiminnassa keskeisen\u00e4 arvona ja kytketty pitk\u00e4j\u00e4nteiseen toiminnan suunnitteluun. Tasom\u00e4\u00e4rittelyj\u00e4 on selvennetty vuoden 2015 selvityksess\u00e4<\/a> toimintakulttuurien avoimuudesta suomalaisissa korkeakouluissa. Indikaattoreina huomioitiin ohjaavat dokumentit, palvelut, yhteisty\u00f6 ja kunkin osa-alueen m\u00e4\u00e4r\u00e4llisi\u00e4 indikaattoreita.  <\/p>\n\n\n\n

It\u00e4-Suomen yliopisto<\/a> on kokonaisuudessaan tasolla 5, kun kansallisesti yliopistojen keskiarvo avoimuudesta on tasolla 4. Edelliselt\u00e4 seurantakierrokselta 2022 UEFissa on edistytty kaikilla osa-alueilla, ja siten se on my\u00f6s noussut kokonaistasolta yhden pyk\u00e4l\u00e4n. Eniten nousua on tapahtunut avoimen oppimisen osalta, mik\u00e4 on luontevaa, koska sen kehitt\u00e4miseen on panostettu edellisen seurannan j\u00e4lkeen. <\/p>\n\n\n\n

Toimintakulttuuri <\/strong><\/h3>\n\n\n\n

Avoimen toimintakulttuurin seurannassa kiinnitet\u00e4\u00e4n erityist\u00e4 huomioita ohjaavien dokumenttien olemassaoloon ja niiden l\u00f6ytymiseen avoimesti verkosta. Dokumentissa tai useammassa erillisess\u00e4 tulee huomioida avoimen tieteen ja tutkimuksen julistus, vastuullinen arviointi (mukaan lukien tehdyn ty\u00f6n huomioiminen avoimen tieteen, tutkimuksen ja opetuksen edist\u00e4miseksi rekrytoinneissa) sek\u00e4 kansalliset suositukset avoimeen tieteeseen ja tutkimukseen.  <\/p>\n\n\n\n

Avoimen toimintakulttuurin arvioinnissa kiinnitet\u00e4\u00e4n huomiota palveluiden tarjoamiseen eri kohderyhmitt\u00e4in sek\u00e4 palveluiden n\u00e4kyvyyteen avoimilla verkkosivuilla. Pisteytykseen vaikuttavat muun muassa verkkosivujen r\u00e4\u00e4t\u00e4l\u00f6inti ja palveluiden kohdentaminen organisaation tarpeisiin. Lis\u00e4ksi pisteytyksess\u00e4 huomioidaan ORCID-tutkijatunnisteen hy\u00f6dynt\u00e4minen, arviointitiedonkeruu sek\u00e4 tuki kansalaistieteeseen. Pisteytyksess\u00e4 huomioidaan laajasti avoimeen tieteeseen, tutkimukseen ja opetukseen annettava koulutus.  <\/p>\n\n\n\n

M\u00e4\u00e4r\u00e4llisiss\u00e4 indikaattoreissa seurataan yhteisty\u00f6verkostoihin kuulumista ja aktiivisuutta verkostomaisessa ty\u00f6skentelyss\u00e4. <\/p>\n\n\n\n

Julkaiseminen <\/strong><\/h3>\n\n\n\n

Julkaisemisen indikaattoreita ovat v\u00e4litt\u00f6m\u00e4sti avoimien tieteellisten vertaisarvioitujen artikkeleiden osuus, rinnakkaistallenteiden osuus, ei-avoimien julkaisujen osuus sek\u00e4 avointen ammattilehtien ja yleistajuisten julkaisujen osuudet. Vuoden 2023 UEFin vertaisarvioiduista A- ja C-julkaisuista (artikkelit ja kirjat) avoimuusprosentti on 81 %.  Osuus on selv\u00e4sti ylitse korkeakoulujen kansallisen keskitason. Rinnakkaistallennettuja n\u00e4ist\u00e4 on 42,6 %, ja n\u00e4ist\u00e4 suurin osa l\u00f6ytyy yliopiston julkaisuarkisto UEF eRepo<\/a>sta. Rinnakkaistallennettujen julkaisujen osuus kaikista julkaisuista on noussut selv\u00e4sti edellisist\u00e4 vuosista palvelun toimintaa kehitt\u00e4m\u00e4ll\u00e4. <\/p>\n\n\n\n

Ammattiyhteis\u00f6ille suunnatuista julkaisuista avoimia on 59,3 % ja suurelle yleis\u00f6lle suunnatuista julkaisuista avoimia on 74,1 %. Kaikista UEFin julkaisuista rinnakkaistallennettiin 34,6 %, joka on suurin luku vuonna 2015 alkaneen palvelun aikakaudella. <\/p>\n\n\n\n

Aineistot ja infrastruktuurit <\/strong><\/h3>\n\n\n\n

Aineistojen osalta avoimen tieteen m\u00e4\u00e4r\u00e4llisiss\u00e4 indikaattoreissa huomioitiin tutkimusaineistojen ja \u2013menetelmien metatiedot. UEFissa n\u00e4it\u00e4 metatietoja haravoidaan t\u00e4ll\u00e4 hetkell\u00e4 UEF eRepoon<\/a> Etsimest\u00e4, EUDATista, Zenodosta ja Dryadista.  <\/p>\n\n\n\n

Aineistojen julkaisemiseen tai avaamiseen liittyvien m\u00e4\u00e4r\u00e4llisten tietojen kokoaminen organisaatiokohtaisesti on tunnistettu hankalaksi kansallisesti ja kansainv\u00e4lisesti. Tutkijat eiv\u00e4t v\u00e4ltt\u00e4m\u00e4tt\u00e4 kirjaa affiliaatiotaan k\u00e4ytt\u00e4m\u00e4ss\u00e4\u00e4n julkaisu- tai avaamispalvelussa tai kirjaavat sen sellaisella tavalla, joka ei tule organisaation tietoon.  Eri julkaisualustoilla ja palveluissa t\u00e4ytett\u00e4v\u00e4t kent\u00e4t saattavat olla monitulkintaisia tai julkaistu data yhdistyy vain yhteen organisaatioon, vaikka mukana on useamman organisaation tutkijoita. <\/p>\n\n\n\n

Datatukihenkil\u00f6iden henkil\u00f6ty\u00f6vuodet olivat my\u00f6s mukana m\u00e4\u00e4r\u00e4llisiss\u00e4 indikaattoreissa. T\u00e4m\u00e4k\u00e4\u00e4n ei ole yksiselitteinen mittauskohde, sill\u00e4 datatukihenkil\u00f6iden tunnistaminen organisaatiossa ei v\u00e4ltt\u00e4m\u00e4tt\u00e4 ole edes mahdollista kaikilta osin. <\/p>\n\n\n\n

Infrastruktuurity\u00f6 on huomioitu l\u00e4hinn\u00e4 ohjaavien dokumenttien n\u00e4k\u00f6kulmasta. <\/p>\n\n\n\n

Oppiminen<\/strong> <\/h3>\n\n\n\n

Oppimisen avoimuutta mitattiin mm. avoimuutta ohjaavien dokumenttien saatavuudella, tarjotulla koulutuksella ja tukipalveluilla sek\u00e4 tuotettujen avointen oppimateriaalien m\u00e4\u00e4r\u00e4ll\u00e4. Yliopistojen oppimisen avoimuuden kansallinen keskiarvo oli tasolla 3, mutta yliopistojen v\u00e4lill\u00e4 esiintyi enemm\u00e4n hajontaa<\/a> kuin toimintakulttuurin, julkaisemisen tai aineistojen ja infrastruktuurien avoimuudessa. <\/p>\n\n\n\n

UEFissa oppimisen avoimuudessa otettiin harppaus tasolta 2 (2022) tasolle 4 (2024)<\/a>. T\u00e4m\u00e4 selittynee etenkin avoimen tieteen ja tutkimuksen linjauksella, joka sis\u00e4lt\u00e4\u00e4 useita avoimen oppimisen osa-alueita ja teemoja. On kuitenkin oleellista saada tavoitteet ja suositukset paperista k\u00e4yt\u00e4nn\u00f6n toiminnaksi, jotta voimme osoittaa olevamme aidosti avoimen oppimisen asialla. Koulutusta ja tukea on jo jossain m\u00e4\u00e4rin tarjolla moniin avoimen oppimisen teemoihin, kuten vaikkapa saavutettavuuteen tai lisensseihin, mutta koordinoidun, eri osa-alueet yhteen kokoavan avoimen oppimisen tukipalvelun rakentamista meill\u00e4 vasta hahmotellaan. Asiantunteva tukipalvelu ja toimivat k\u00e4yt\u00e4nteet varmasti auttaisivat opettajia avointen oppimateriaalien tuottamisessa ja mahdollisesti innostaisivat uusiakin opettajia opetuksensa avaamiseen. Kuten seurantakin osoitti, kehitett\u00e4v\u00e4\u00e4 on mm. avoimen oppimisen edist\u00e4misest\u00e4 meritoitumisessa ja avoimen oppimisen kautta hankitun osaamisen tunnistamisessa ja tunnustamisessa. UEFissa tuotetut avoimet oppimateriaalit voivat avointen oppimateriaalien julkaisualustan toistaiseksi puuttuessa olla teill\u00e4 tiet\u00e4m\u00e4tt\u00f6mill\u00e4, mutta Avointen oppimateriaalien kirjasto<\/a>sta l\u00f6ytyvien tietojen mukaan lis\u00e4\u00e4kin avoimia oppimateriaaleja meill\u00e4 olisi mahdollisuus tuottaa. <\/p>\n\n\n\n

Avoimen tieteen, tutkimuksen ja oppimisen indikaattority\u00f6 kehittyy edelleen ja uudet seuraavan seurantakauden indikaattorit on vahvistettu vuoden 2024 lopussa.  <\/p>\n\n\n\n

In English<\/bdo><\/h2>\n\n\n\n

The results of Open Science and Research Monitoring 2024 were published<\/a> on October 30, 2024. The results can be viewed on the research.fi portal<\/a>. <\/bdo><\/p>\n\n\n\n

Degrees of openness have been calculated in four different areas: culture of open scholarship, open access to publications, openness of research data and infrastructures, and open education. At Level 1, the organisation is still at the starting point and openness is not, for example, consciously managed. At Level 5, openness is already included as a core value in operations and linked to long-term operational planning. The level definitions were clarified in the 2016 study<\/a> on the openness of operational cultures in Finnish higher education institutions. The indicators considered were guiding documents, services, collaboration, and quantitative indicators for each area. <\/bdo><\/p>\n\n\n\n

The University of Eastern Finland (UEF)<\/a> is overall at Level 5, while the national average for universities in openness is at Level 4. Since the previous monitoring round in 2022, UEF has progressed in all areas and thus also risen one step from the overall level. The biggest increase has been in open education, which is natural as its development has been invested in after previous monitoring. <\/bdo><\/p>\n\n\n\n

Culture of open scholarship <\/bdo><\/h3>\n\n\n\n

In monitoring the culture of open scholarship, special attention is paid to the existence of guiding documents and their availability openly online. The document(s) must consider the declaration of open science and research, responsible evaluation including recognition of work done to promote open science, research and teaching in recruitments, and national recommendations for open science and research. <\/bdo><\/p>\n\n\n\n

The assessment of the culture of open scholarship pays attention to providing services for different target groups and the visibility of services on public websites. The scoring is affected by, among other things, website customization and targeting services to organizational needs. Additionally, the scoring takes into account the utilization of ORCID identifier, assessment data collection, and support for citizen science. The scoring broadly considers training provided in open science, research, and education. <\/bdo><\/p>\n\n\n\n

Quantitative indicators track membership in collaboration networks and activity in network-based work. <\/bdo><\/p>\n\n\n\n

Open access to publications<\/bdo><\/h3>\n\n\n\n

Publishing indicators include the proportion of immediately open peer-reviewed scientific articles, the proportion of self-archived publications, the proportion of non-open publications, and the proportions of open professional journals and popular publications. In 2023, 81 % of UEF\u2019s peer-reviewed A and C publications (articles and books) were open. This proportion is clearly above the national average for higher education institutions. 42.6 % of these are self-archived, most of which can be found in the university\u2019s publication archive UEF eRepo<\/a>. The proportion of parallel published publications out of all publications has clearly increased from the previous year by developing the service operations. <\/bdo><\/p>\n\n\n\n

59.3 % of publications aimed at professional communities are open, and 74.1 % of publications aimed at the public are open. Of all UEF publications, 34.6 % were self-archived, which is the highest figure during the service period that began in 2015. <\/bdo><\/p>\n\n\n\n

Openness of research data and infrastructures <\/bdo><\/h3>\n\n\n\n

Regarding data, the quantitative indicators for open science considered metadata for research data and methods. At UEF, this metadata is currently harvested to UEF eRepo<\/a> from Etsin, EUDAT, Zenodo, and Dryad. <\/bdo><\/p>\n\n\n\n

Compiling quantitative information related to data publication or opening on an organisation-by-organisation basis has been identified as difficult both nationally and internationally. Researchers don\u2019t necessarily record their affiliation in the publication or opening service they use, or they record it in a way that doesn\u2019t come to the organisation\u2019s attention. Fields to be filled in different publishing platforms and services may be open to interpretation, or published data may be associated with only one organisation even though researchers from multiple organisations are involved. <\/bdo><\/p>\n\n\n\n

Data support personnel work years were also included in the quantitative indicators. This is not an unambiguous measurement target either, as identifying data support personnel in the organisation may not even be possible in all aspects. <\/bdo><\/p>\n\n\n\n

Infrastructure work has been considered mainly from the perspective of guiding documents. <\/bdo><\/p>\n\n\n\n

Open education <\/bdo><\/h3>\n\n\n\n

The openness of education was measured by, among other things, the availability of documents guiding openness, provided training and support services, and the amount of open educational resources produced. The national average for universities\u2019 openness of education was at Level 3, but there was more variation<\/a> between universities in this area compared to operational culture, publishing, or data and infrastructure openness. <\/bdo><\/p>\n\n\n\n

At UEF, openness in education took a leap from Level 2 (2022) to Level 4 (2024)<\/a>. This can be explained especially by the open science and research policy, which includes several aspects and themes of open education. However, it is essential to turn goals and recommendations from paper into practical action to demonstrate that we are genuinely committed to open education. Training and support are already available to some extent for many open educational themes, such as accessibility or licences, but we are only beginning to conceptualize the building of a coordinated open education support service that brings together different aspects. Expert support service and functional practices would certainly help teachers in producing open educational materials and possibly inspire new teachers to open up their teaching. As the monitoring showed, there is room for improvement in, among other things, meriting the promotion of open education and recognizing and acknowledging competencies acquired through open learning. Open educational resources produced at UEF may be unknown due to the current lack of an open educational materials publishing platform, but according to information found in the Library of Open Educational Resources<\/a>, we could produce more open educational resources. <\/bdo><\/p>\n\n\n\n

The indicator work for open science, research, and education continues to develop, and new indicators for the next monitoring period were confirmed at the end of 2024. <\/bdo><\/p>\n\n\n\n
