Tutkimuspoliittista keskustelua  <\/h3>\n\n\n\n

Tutkimuspalvelup\u00e4iv\u00e4t on yliopistojen, ammattikorkeakoulujen ja tutkimuslaitosten tutkimushallinnon ja TKI-toiminnan asiantuntijoille suunnattu konferenssi, joka on j\u00e4rjestetty vuosittain jo yli 30 vuoden ajan. Vuoden 2024 tapahtumaan kokoonnuttiin Vaasaan 22.\u201323.8.2024 teemalla ”Visioita tulevaisuuteen”. Teema korosti ennakointia ja varautumista erilaisiin muutoksiin tutkimushallinnon eri osa-alueilla.  <\/p>\n\n\n\n

Keynote-puheenvuoroissa ja paneelikeskustelussa k\u00e4siteltiin TKI-politiikan ja -j\u00e4rjestelm\u00e4n tulevaisuutta suomalaisessa, eurooppalaisessa ja globaalissa kontekstissa. Keynote-puheenvuoroja ja paneelikeskustelua lukuun ottamatta ohjelma jakautui viiteen kanavaan. \u2019Yhteisty\u00f6\u2019-kanava keskittyi korkeakoulujen yritysyhteisty\u00f6n ja kansainv\u00e4lisen korkeakouluyhteisty\u00f6n kysymyksiin. Kahdessa kanavassa \u2013 \u2019Pre-award\u2019 ja \u2019Post-award\u2019 \u2013 k\u00e4siteltiin tutkimusrahoituksen kysymyksi\u00e4 ja kahdessa kanavassa \u2013 \u2019Vastuullinen ja avoin tiede\u2019 ja \u2019Data ja avoimuus\u2019 avoimen tieteen teemoja.  <\/p>\n\n\n\n

Paneelikeskustelussa kansanedustaja Matias M\u00e4kynen, johtaja Kari Komulainen Business Finlandista, Arenen toiminnanjohtaja Ida Mielityinen ja Vaasan yliopiston vararehtori Mika Grundstr\u00f6m nostivat esille TKI-toiminnan merkityksen talouskasvulle ja TKI-rahoituksen saatavuuden, ennakoitavuuden ja pitk\u00e4j\u00e4nteisyyden ongelmat. Suomen tuottavuus ja korkeakoulutus eiv\u00e4t ole nousseet viimeisen 10 vuoden aikana. Korkeakoulutettujen osuus oli 2000-luvun alussa 40 %, mutta on laskenut viimeisen 20 vuoden aikana, kun taas verrokkimaissa korkeakoulutettuja on parhaimmillaan 60\u201370 %. Tuottavuuden kasvattamiseksi TKI-toimintaan ja -rahoitukseen he per\u00e4\u00e4nkuuluttivat uusia avauksia: uusien osaajien, yritysten ja toimialojen rahoittamista sek\u00e4 kumppanuuksien, fasilitoinnin, alustatoiminnan ja osaamisp\u00e4\u00e4oman rakentamista. <\/p>\n\n\n\n

Tiedediplomatian uusi esiinmarssi <\/h3>\n\n\n\n

Ulkoasiainministeri\u00f6n erityistutkija Olli Suominen totesi keynote-puheenvuorossaan, ett\u00e4 kylm\u00e4n sodan p\u00e4\u00e4ttymisen j\u00e4lkeen jo kadonneiksi luullut geopoliittiset vastakkaisasettelut ovat nousseet uudelleen osaksi TKI-politiikan todellisuutta. Ven\u00e4j\u00e4n hy\u00f6kk\u00e4yssota Ukrainaan merkitsi paradigman muutosta my\u00f6s TKI-toiminnassa: valtiot k\u00e4\u00e4ntyv\u00e4t politiikassaan katsomaan sis\u00e4\u00e4np\u00e4in ja valtaa keskitet\u00e4\u00e4n.  <\/p>\n\n\n\n

Autoritaarisissa valtioissa TKI-toiminta alistetaan j\u00e4lleen palvelemaan valtion poliittisia tavoitteita niin, ett\u00e4 TKI-toiminnalla ei ole itseisarvoa, vain ainoastaan v\u00e4linearvoa. Esimerkiksi Kiinassa koulujen ja yliopistojen poliittinen valvonta on kiristynyt ja akateeminen vapaus on korvattu puolueuskollisuudella. TKI-toimintaa, tutkimusaiheita ja -rahoitusta ohjaavat ennen kaikkea valtion ja puolueen poliittiset intressit, eiv\u00e4t avoimen ja vastuullisen tieteen tai tutkimusetiikan periaatteet.  <\/p>\n\n\n\n

Tutkimuksen politisoituessa my\u00f6s Suomen on teht\u00e4v\u00e4 TKI-yhteisty\u00f6t\u00e4 uudella tavalla: on teht\u00e4v\u00e4 jatkuvaa rajanvetoa avoimuuden ja riskinhallinnan v\u00e4lill\u00e4. Tutkijoiden tulee paitsi hallita oma tutkimusalansa my\u00f6s olla tietoisia siit\u00e4, miten heid\u00e4n tutkimusaiheensa ja -tuloksensa vaikuttavat niin tutkimuskumppaniin kuin kolmansiin osapuoliin.  <\/p>\n\n\n\n

\u2019Yhteisty\u00f6\u2019-kanavassa jatkettiin muun muassa keynote-puheenvuoroissa esill\u00e4 ollutta tiedediplomatian teemaa. Tiina Vihma-Purovaara opetus- ja kulttuuriministeri\u00f6st\u00e4 ja Johanna Ketola ulkoasianministeri\u00f6st\u00e4 nimesiv\u00e4t puheenvuorossaan tiedediplomatian haasteiksi tieteen vapauden ja tutkimuksen turvallisuuden rajanvedon ja totesivat tiedediplomatian olevan itse asiassa kovaa diplomatiaa valtioiden ja yliopistojen kilpaillessa osaamisesta. Tiedediplomatian edist\u00e4miseksi keskeist\u00e4 on vahvistaa yhteyksi\u00e4 korkeakoulujen\/tutkimuslaitosten ja ministeri\u00f6iden v\u00e4lill\u00e4. T\u00e4t\u00e4 tekev\u00e4t muun muassa Team Finland Knowledge<\/a> -verkoston asiantuntijat sek\u00e4 ulkoasiainministeri\u00f6n korkeakouluattaseat eri puolilla maailmaa.   <\/p>\n\n\n\n

Datanhallintaa vastuullisesti: esimerkkin\u00e4 sosiaalisen median tutkimusk\u00e4yt\u00f6n ohjeistaminen<\/h3>\n\n\n\n

Sosiaalisen median aineisto on monipuolista ja muuttuvaa, ja se kiinnostaakin tutkijoita monesta tutkimuksellisesta n\u00e4k\u00f6kulmasta. Sosiaalisessa mediassa ihmiset ovat aina l\u00e4sn\u00e4, mik\u00e4 tarkoittaa, ett\u00e4 tietosuoja ja eettiset periaatteet on huomioitava tarkoin.  <\/p>\n\n\n\n

Korkeakouluissa on huomattu tarve sosiaalisen median tutkimuksen eettisille ohjeille. T\u00e4t\u00e4 varten korkeakoulujen Finn-ARMA-yhteisty\u00f6verkoston Datakoulutukset-ryhm\u00e4ss\u00e4 perustettiin pienempi Someaineistot-alaty\u00f6ryhm\u00e4 syksyll\u00e4 2023. Tutkimuspalvelup\u00e4ivill\u00e4 alaty\u00f6ryhm\u00e4n hahmottelemaa ohjetta esiteltiin otsikolla ”Sosiaalisen median tutkimus ja tutkimusetiikka \u2013 suositusten laatiminen”. Tavoitteena on yleisluonteinen ohje, joka kuitenkin olisi riitt\u00e4v\u00e4n konkreettinen auttamaan k\u00e4yt\u00e4nn\u00f6n tasolla. Ohje on suunnattu laajalle kohdejoukolle tutkijoista tutkimuslaitosten tukipalveluihin ja eettisiin toimikuntiin.<\/p>\n\n\n\n

Tutkimuspalvelup\u00e4ivien esityksess\u00e4 her\u00e4teltiin keskustelua ja kommentteja kahdeksan askelmerkin avulla. Askelmerkit kehottavat tutkijaa tai vaikkapa opinn\u00e4ytety\u00f6n ohjaajaa pohtimaan, mit\u00e4 tutkitaan ja miksi, soveltuuko valittu somealusta ylip\u00e4\u00e4t\u00e4\u00e4n tutkimukseen, millaista henkil\u00f6tietoa ker\u00e4t\u00e4\u00e4n, onko tutkittavien informointi mahdollista, liittyyk\u00f6 aineistoon tekij\u00e4noikeuksia, miss\u00e4 aineistoa s\u00e4ilytett\u00e4\u00e4n tutkimuksen aikana ja mit\u00e4 aineistolle tapahtuu tutkimuksen j\u00e4lkeen.   <\/p>\n\n\n\n

Yleis\u00f6keskustelussa pohdittiin, rajaako termi ”some” pois jotain keskeist\u00e4, toisin sanoen onko some liian suppeasti ymm\u00e4rrett\u00e4v\u00e4 sana? Keskustelussa muistutettiin, ett\u00e4 my\u00f6s organisaatiot k\u00e4ytt\u00e4v\u00e4t somea \u2013 toki t\u00e4ss\u00e4kin tapauksessa ihmiset tuottavat sis\u00e4lt\u00f6\u00e4. J\u00e4lkisanoina todettakoon, ett\u00e4 Someaineistot-ryhm\u00e4n ty\u00f6t\u00e4 esiteltiin Etiikan p\u00e4ivill\u00e4 lokakuussa 2024. T\u00e4m\u00e4n j\u00e4lkeen ryhm\u00e4 on t\u00e4sment\u00e4nyt ty\u00f6st\u00e4v\u00e4ns\u00e4 ohjetta eik\u00e4 suositusta, kuten viel\u00e4 Tutkimuspalvelup\u00e4ivien esityksen otsikossa oli mainittu. Tavoitteena on saada ohje kommenttien j\u00e4lkeen valmiiksi vuoden 2025 aikana.<\/p>\n\n\n\n

Tutkimuksen vaikuttavuus ja arviointi <\/h3>\n\n\n\n

Tutkimuksen vaikuttavuutta arvioidaan erilaisten tuotosten ja aktiviteettien perusteella. Arviointity\u00f6t\u00e4 eiv\u00e4t helpota toimintaymp\u00e4rist\u00f6n geopoliittiset haasteet ja tutkimuksen politisoituminen, koska arvioinneissa yh\u00e4 eneneviss\u00e4 m\u00e4\u00e4rin suositaan avoimesti saatavilla olevaa informaatiota. Vaikuttavuuden arviointi on kirjallisuuden mukaan muutoinkin haasteellista, koska vaikuttavuus syntyy pidemm\u00e4ll\u00e4 aikav\u00e4lill\u00e4, erilaiset syy-seuraussuhteet voi olla hankalaa tunnistaa, tai ulkoiset tekij\u00e4t, kuten kriisit tai poliittisen ilmapiirin muutos, voivat muuttaa tutkimusten vaikuttavuutta.<\/p>\n\n\n\n

Vaikuttavuus kulkee osana tutkimusprosessia alkaen tutkimuskysymyksest\u00e4 ja p\u00e4\u00e4tyen tuotteeksi tai asiantuntemukseksi, joka hy\u00f6dynt\u00e4\u00e4 ymp\u00e4r\u00f6iv\u00e4\u00e4 yhteiskuntaa. Tutkija ei kuitenkaan saa vaikuttavuutta aikaan yksin vaan useimmiten aktiivisessa vuorovaikutuksessa muiden kanssa. <\/p>\n\n\n\n

Seuraavat Tutkimuspalvelup\u00e4iv\u00e4t j\u00e4rjestet\u00e4\u00e4n Tampereen yliopistolla 20.-22.8.2025. Tapahtumaan odotetaan noin 500 suomalaisten yliopistojen, ammattikorkeakoulujen ja tutkimuslaitosten tutkimuksen tuen asiantuntijaa ja tutkimusrahoittajien edustajaa. <\/bdo>Research policy discussions<\/bdo> <\/h3>\n\n\n\n

The Research Service Days is a conference aimed at experts in research administration and RDI (Research, Development, and Innovation) activities from universities, universities of applied sciences, and research institutes. It has been held annually for over 30 years. The 2024 event was held in Vaasa on 22\u201323 August 2024, with the theme \u2018Visions for the Future\u2019. The theme emphasized foresight and preparedness for various changes in different areas of research administration. <\/bdo><\/p>\n\n\n\n

Keynote speeches and panel discussions addressed the future of RDI policy and systems in Finnish, European, and global contexts. Apart from the keynote speeches and panel discussions, the programme was divided into five channels. The \u2018Collaboration\u2019 channel focused on issues of university\u2013industry collaboration and international higher education cooperation. Two channels \u2013 \u2018Pre-award\u2019 and \u2018Post-award\u2019 \u2013 dealt with research funding issues, and two channels \u2013 \u2018Responsible and Open Science\u2019 and \u2018Data and Openness\u2019 \u2013 covered themes of open science. <\/bdo><\/p>\n\n\n\n

In the panel discussion, Member of Parliament Matias M\u00e4kynen, Director Kari Komulainen from Business Finland, Executive Director Ida Mielityinen from Arene, and Vice-Rector Mika Grundstr\u00f6m from the University of Vaasa highlighted the importance of RDI activities for economic growth and the availability, predictability, and long-term basis of RDI funding. Finland\u2019s productivity and higher education have not increased in the last 10 years. The proportion of highly educated people was 40% at the beginning of the 2000s but has decreased over the last 20 years, while in peer-countries, the proportion of highly educated people is at best 60\u201370%. To increase productivity, they called for new initiatives in RDI activities and funding: financing new talents, companies, and sectors, as well as building partnerships, facilitation, platform activities, and intellectual capital. <\/bdo><\/p>\n\n\n\n

The new emergence of science diplomacy <\/bdo><\/h3>\n\n\n\n

In his keynote speech, Senior Researcher Olli Suominen from the Ministry for Foreign Affairs noted that the geopolitical confrontations thought to have disappeared after the end of the Cold War have re-emerged as part of the reality of RDI policy. Russia\u2019s war of aggression against Ukraine marked a paradigm shift in RDI activities as well: states are turning inward in their policies and centralizing power. <\/bdo><\/p>\n\n\n\n

In authoritarian states, RDI activities are once again subordinated to serve the political goals of the state, so that RDI activities have no intrinsic value, only instrumental value. For example, in China, political control over schools and universities has tightened, and academic freedom has been replaced by party loyalty. RDI activities, research topics, and funding are primarily guided by the political interests of the state and the party, not by the principles of open and responsible science or research ethics. <\/bdo><\/p>\n\n\n\n

As research becomes politicized, Finland must also conduct RDI cooperation in a new way: there must be a continuous balance between openness and risk management. Researchers must not only master their field of research but also be aware of how their research topics and results affect both their research partners and third parties. <\/bdo><\/p>\n\n\n\n

The \u2018Collaboration\u2019 channel continued the theme of science diplomacy from the keynote speeches. Tiina Vihma-Purovaara from the Ministry of Education and Culture and Johanna Ketola from the Ministry for Foreign Affairs identified the challenges of science diplomacy in their speeches as drawing the line between scientific freedom and research security and stated that science diplomacy is actually hard diplomacy as states and universities compete for knowledge. To promote science diplomacy, it is essential to strengthen connections between universities\/research institutes and ministries. This is done by experts from the Team Finland Knowledge network<\/a> and higher education attach\u00e9s from the Ministry for Foreign Affairs around the world.<\/bdo><\/p>\n\n\n\n

Responsible data management: example of guidelines for research use of social media <\/bdo><\/h3>\n\n\n\n

Social media data is diverse and constantly changing, and it interests researchers from many research perspectives. People are always present on social media, which means that data protection and ethical principles must be carefully considered. <\/bdo><\/p>\n\n\n\n

In higher education institutions, the need for ethical guidelines for social media research has been recognized. To address this, a smaller sub-group called Someaineistot was established within the Datakoulutukset (Data training) group of the Finn-ARMA collaboration network in the autumn of 2023. At the Research Services Days, the sub-group’s draft guidelines were presented under the title \u2018Social Media Research and Research Ethics \u2013 Formulating Recommendations.\u2019 The aim is to create general guidelines that are sufficiently concrete to be helpful in practice. The guidelines are intended for a wide audience, from researchers to support services in research institutions and ethical committees.<\/bdo><\/p>\n\n\n\n

The presentation at the Research Services Days sparked discussion and comments using eight questions as steppingstones. These steps encourage researchers or thesis supervisors to consider what is being researched and why, whether the chosen social media platform is suitable for research, what kind of personal data is collected, whether it is possible to inform the subjects, whether the data involves copyrights, where the data is stored during the research, and what happens to the data after the research. <\/bdo><\/p>\n\n\n\n

In the audience discussion, it was considered whether the term \u201csocial media\u201d excludes something essential, i.e., is \u201csocial media\u201d too narrowly understood? It was reminded that organizations also use social media \u2013 of course, in this case as well, it is people who produce the content. In closing, it should be noted that the work of the Someaineistot group was presented at the Ethics Days in October 2024. Since then, the group has clarified that they are working on guidelines rather than recommendations, as was still mentioned in the title of the presentation at the Research Service Days. The goal is to finalize the guidelines after comments during 2025. <\/bdo><\/p>\n\n\n\n

Impact and evaluation of research <\/bdo><\/h3>\n\n\n\n

The impact of research is assessed based on various outputs and activities. The challenges of the geopolitical environment and the politicization of research do not make the evaluation work easier, as evaluations increasingly favour openly available information. According to the literature, evaluating impact is inherently challenging because impact develops over a longer period, causal relationships can be difficult to identify, or external factors such as crises or changes in the political climate can alter the impact of research. <\/bdo><\/p>\n\n\n\n

Impact is part of the research process, starting from the research question and ending with a product or expertise that benefits the surrounding society. However, the researcher does not create impact alone; it most often occurs through active interaction. <\/bdo><\/p>\n\n\n\n

The next Research Services Days will be held at Tampere University on 20\u201322 August 2025. The event is expected to attract around 500 experts in research support from Finnish universities, universities of applied sciences, and research institutes, as well as representatives of research funders.
