Yht\u00e4kki\u00e4 kirjaston tietoasiantuntija h\u00e4tk\u00e4hti hikisen\u00e4 hereille salaman iskiess\u00e4 h\u00e4nen tajuntaansa: viime vuoden kirjoittajamaksuista ei ole viel\u00e4 kirjoitettu blogikirjoitusta! Miksi ihmeess\u00e4, kun talouspalveluista saatiin toteumaraportti jo ajat sitten ja maksutiedot on sy\u00f6tetty UEF CRISiinkin jo heti alkuvuodesta? Syy j\u00e4\u00e4k\u00f6\u00f6n arvon lukijan arvailtavaksi, sill\u00e4 kirjoittajalla on jo kiire panna t\u00f6pin\u00e4ksi.<\/p>\n\n\n\n

Luku 1: Pitk\u00e4 ja komea muukalainen saapuu<\/h3>\n\n\n\n

Heti vuoden 2023 alussa yliopiston kirjoittajamaksuja seuraavat saivat kokea mullistuksen. Kaupunkiin ratsasti pitk\u00e4 ja komea muukalainen nimelt\u00e4 Martti, lis\u00e4nimelt\u00e4\u00e4n \u201dostolaskujen k\u00e4sittelyj\u00e4rjestelm\u00e4\u201d. Kaupungin edellinen seriffi, Rondo (sattumalta samalla liikanimell\u00e4 siunattu), oli luikkinut teille tietym\u00e4tt\u00f6mille vuodenvaihteessa. Tuskin olivat saluunan ovet heilahtaneet, kun tilikartat oli Martin my\u00f6t\u00e4 laitettu uusiksi my\u00f6s kirjoittajamaksujen osalta. Tilien uudistamisen my\u00f6t\u00e4 alkoivat uudet tuulet puhaltaa preerialla: nyt saataisiin aiempien seurantatietojen lis\u00e4ksi eritelty\u00e4 my\u00f6s monografioiden ja kokoomateosten artikkeleiden avaamisesta maksetut kulut sek\u00e4 selville JUFO-luokkien 1-3 ulkopuolisiin lehtiin maksetut kirjoittajamaksut. Kaupungin v\u00e4ki pid\u00e4tti hengityst\u00e4\u00e4n uusia lukuja odottaessaan, vain arokierij\u00e4 uskalsi rikkoa hiljaisuuden py\u00f6riess\u00e4\u00e4n p\u00e4\u00e4kadun halki.<\/p>\n\n\n\n

Yht\u00e4kki\u00e4 kajahti laukaus! Syd\u00e4n hypp\u00e4si kurkkuun monella, mutta huoleen ei ollut syyt\u00e4. Lenn\u00e4tinvirkailija siell\u00e4 vain ilmoitti kirjoittajamaksuseurannan lukujen saapuneen talouspalveluista. Tietoasiantuntija keskeytti lukutikun vuolemisensa, taittoi veitsen taskuun, poimi silm\u00e4lasit mukaansa ja suuntasi kadun yli kuulemaan lukuja.<\/p>\n\n\n\n

Luku 2: Numerot eiv\u00e4t valehtele<\/h3>\n\n\n\n

Kello kilahti lenn\u00e4tintoimiston oven yl\u00e4puolella ja lattialankku narahti, kun tietoasiantuntija astui sis\u00e4\u00e4n. S\u00e4hk\u00f6tt\u00e4j\u00e4 ny\u00f6kk\u00e4si tervehdykseksi, nojasi taaksep\u00e4in tuolissaan ja virkkoi:<\/p>\n\n\n\n

– No niin, nyt niit\u00e4 summia sitten olisi t\u00e4ss\u00e4.
– Terve vaan. Milt\u00e4s ne n\u00e4ytt\u00e4\u00e4?
– Viime vuonna, siis 2023, kirjoittajamaksuja maksettiin lehtiartikkeleista yhteens\u00e4 319 966 eurolla.
– No huh! Yhteissumma siis laski edelliseen vuoteen<\/a> verrattuna 50 478 euroa – se tekee melkein 14 prosenttia.
– Joo, niin laski. Montakos artikkelia siin\u00e4 teid\u00e4n kirjaston omassa seurannassa muuten oli?
– 121 artikkelia. Jos t\u00e4ss\u00e4 nyt nopeasti p\u00e4\u00e4ss\u00e4 lasken, niin se tarkoittaisi artikkelin keskihinnaksi 2 644 euroa. Se olisi melkein 600 euroa enemm\u00e4n kuin edellisen\u00e4 vuonna. Mahtaakohan tuo pit\u00e4\u00e4 paikkansa?
– Jaa-a. Voihan se olla, ett\u00e4 ihan jokainen kirjoittajamaksu ei ole teid\u00e4n kauttanne kiert\u00e4nyt. Tai sitten artikkeleita on tosiaan julkaistu kalliimman kirjoittajamaksun lehdiss\u00e4.
– Voi se olla niinkin. Mitenk\u00e4s ne summat jakautuvat rahoitusl\u00e4hteitt\u00e4in? Viime vuosina niiden suhteelliset osuudet ovat v\u00e4h\u00e4n vaihdelleet.
– No vuonna 2023 puntit meniv\u00e4t melko lailla tasan. Kokonaisiin prosentteihin kun py\u00f6ristet\u00e4\u00e4n, niin sek\u00e4 perusrahoituksesta ett\u00e4 t\u00e4ydent\u00e4v\u00e4st\u00e4 rahoituksesta maksettiin molemmista 50 prosenttia kirjoittajamaksuista. Jos muuten kiinnostaa, niin minulla on t\u00e4ss\u00e4 ihan kaavion muodossa esiteltyn\u00e4 perusrahoituksesta ja t\u00e4ydent\u00e4v\u00e4st\u00e4 rahoituksesta maksetut kirjoittajamaksut tiedekunnittain. – Taisit oikaista ja kopioida suoraan edellisen vuoden kaavion? Jaa, no, onhan tuossa muutaman prosenttiyksik\u00f6n heittoja. Terveystieteiden tiedekunnan osuus on kasvanut jo yli puoleen kokonaissummasta ja yhteiskunta- ja kauppatieteiden tiedekunnan osuus laskenut muutaman prosenttiyksik\u00f6n. Luonnontieteiden, mets\u00e4tieteiden ja tekniikan tiedekunnan sek\u00e4 filosofisen tiedekunnan osuudet sen sijaan ovat miltei samat kuin 2022.

– Tuo on kyll\u00e4 siit\u00e4 hyv\u00e4 kaavio, ett\u00e4 siit\u00e4 n\u00e4kee heti erot edellisiin vuosiin. Mutta yhdest\u00e4 asiasta sinulla ei ole ollut ainakaan viime vuosina kaaviota, ja se on noiden kirjoittajamaksujen jakautuminen kokonaan avointen lehtien ja niin sanottujen hybridilehtien v\u00e4lill\u00e4.

– Eip\u00e4 tarvitse arvella, kun tied\u00e4n. Niiss\u00e4 uusissa tileiss\u00e4 on sellainen tili, johon laitetaan kirjoittajamaksut JUFO-luokittelemattomiin lehtiin tai JUFO 0-luokan lehtiin. – Ollaanpas sit\u00e4 nokkelalla p\u00e4\u00e4ll\u00e4 t\u00e4n\u00e4\u00e4n. Nyt kun mainitsit ne uudet tilit, niin siell\u00e4h\u00e4n on nyky\u00e4\u00e4n tili my\u00f6s monografioista ja kokoomateosten artikkeleista maksetuille kirjoittajamaksuille. Englanniksi puhutaan my\u00f6s termill\u00e4 book processing charges, tai lyhyemmin BPC. Niit\u00e4 maksettiin viime vuonna 67 502 euron edest\u00e4.
– Onpa se sekin rahaa! Kirjasto on noita aiempinakin vuosina jotenkin pyrkinyt seuraamaan, vuonna 2022 niit\u00e4 maksettiin 16 500 euroa enemm\u00e4n. Eli heittely\u00e4 on. Mutta toisaalta ero voi tulla jo siit\u00e4, ett\u00e4 ostetaan yksi kokonainen kirja avoimeksi.
– N\u00e4inp\u00e4. Mutta siin\u00e4 olivat minun lukuni.
– Kiitos vaan, n\u00e4hd\u00e4\u00e4n sitten taas vuoden p\u00e4\u00e4st\u00e4.<\/p>\n\n\n\n

Kello kilahti oven p\u00e4\u00e4ll\u00e4, kun tietoasiantuntija astui ulos porottavaan iltap\u00e4iv\u00e4n aurinkoon. Ilma oli rutikuiva. Tuulenvire oli kadonnut eik\u00e4 edes tomu jaksanut nousta kadulta, kun sankarimme lampsi kohti saluunaa sarsaparillan toivossa. Jossain takaraivossaan h\u00e4nell\u00e4 jyskytti ajatus siit\u00e4, ett\u00e4 jotain j\u00e4i kysym\u00e4tt\u00e4.<\/p>\n\n\n\n

Luku 3: J\u00e4\u00e4v\u00e4tk\u00f6 jotkin kysymykset avoimiksi?<\/h3>\n\n\n\n

Juomanlaskija korkkasi ja asetti sarsaparillapullon tietoasiantuntijan eteen.<\/p>\n\n\n\n

– Siit\u00e4p\u00e4. Sinultahan muuten voi kysy\u00e4 noista avoimen julkaisemisen asioista?
– Monet kysyv\u00e4t, juu.
– Ei kun sill\u00e4 vaan, kun ajattelin tarjotella yht\u00e4 k\u00e4sikirjoitusta joihinkin lehtiin ja mietin, ett\u00e4 voisiko niiss\u00e4 lehdiss\u00e4 julkaista avoimena ilman kirjoittajamaksua. Jos min\u00e4 katson tuolta muistiinpanoista ne lehtien nimet, niin katsoisitko, kuuluuko ne yliopiston avoimen julkaisemisen sopimuksiin<\/a>?
– Katsonhan min\u00e4, mutta nyt minulla ei ole lehtilistoja mukanani. Mutta voit itse asiassa itsekin sen asian tarkistaa, meill\u00e4 on nyky\u00e4\u00e4n k\u00e4yt\u00f6ss\u00e4 sellainen Journal Search Tool -palvelu<\/a>, josta voit tarkistaa vaikkapa lehden nimell\u00e4 hakemalla, kuuluuko se lehti sopimuksiimme.
– No seh\u00e4n kuulostaa k\u00e4tev\u00e4lt\u00e4!<\/p>\n\n\n\n

Baarimikko poistui takahuoneeseen naputtelemaan. Samalla tietoasiantuntijan p\u00e4\u00e4h\u00e4n p\u00e4lk\u00e4hti, ett\u00e4 totta tosiaan, sopimusten kauttahan julkaistaan nyky\u00e4\u00e4n artikkeleita avoimena paljon enemm\u00e4n verrattuna artikkeleihin, jotka ostetaan erikseen avoimiksi. Tietoasiantuntija kaivoi l\u00e4pp\u00e4rin laukustaan ja ryhtyi ynn\u00e4\u00e4m\u00e4\u00e4n viime vuonna sopimusten kautta avoimena julkaistuja artikkeleita. Eri kustantajien j\u00e4rjestelmiss\u00e4 aikansa py\u00f6ritty\u00e4\u00e4n h\u00e4n sai luvut ojennukseen. It\u00e4-Suomen yliopiston ja Kuopion yliopistollisen sairaalan kirjoittajien artikkeleita julkaistiin avoimena sopimusten kautta vuonna 2023 yhteens\u00e4 454 kappaletta. Muutama artikkeli toki odotti laskentahetkell\u00e4 viel\u00e4 julkaisup\u00e4\u00e4t\u00f6st\u00e4, joten luku ei ollut viel\u00e4 lopullinen. Tietoasiantuntija myhisteli tyytyv\u00e4isen\u00e4, sill\u00e4 artikkelien yhteism\u00e4\u00e4r\u00e4 oli melko l\u00e4hell\u00e4 edellisen vuoden lukua 469 \u2013 eik\u00f6h\u00e4n yhteenlasku siis ollut onnistunut.<\/p>\n\n\n\n

Pahimman janon sammuttua ja mielen tyynnytty\u00e4 viimeaikaisesta lukujen py\u00f6rittelyst\u00e4 tietoasiantuntijamme keskushermostoon v\u00e4ljeni tilaa uusille ajatuksille. Niinp\u00e4 muistiin nousi asia, jota ei s\u00e4hk\u00f6tt\u00e4j\u00e4lt\u00e4 tullut kysytty\u00e4, nimitt\u00e4in maksettujen kirjoittajamaksujen jakautuminen kustantajittain. Kaikkina edellisin\u00e4 vuosinahan tuota kuitenkin seurattiin oikein kaavion kanssa! No, ajatteli tietoasiantuntija, ehk\u00e4p\u00e4 se kaavio on jo aikansa el\u00e4nyt. N\u00e4kyv\u00e4th\u00e4n eri kustantajille maksetut osuudet muutenkin hyvin havainnollistettuna OpenAPC-palvelussa<\/a>, kunhan vuoden 2023 tiedot sinne p\u00e4ivittyv\u00e4t hein\u00e4kuussa.<\/p>\n\n\n\n

Olipahan siin\u00e4 p\u00e4iv\u00e4, tuumi tietoasiantuntija illalla painaessaan p\u00e4\u00e4ns\u00e4 pielukselle. Ei ole aina niin yksinkertaista seurata avoimen julkaisemisen kuluja \u2013 mit\u00e4 maksetaan mist\u00e4kin, mik\u00e4 tili\u00f6id\u00e4\u00e4n minnekin ja mink\u00e4 sopimuksen kautta mikin artikkeli on avattu. Ei se ihme siis ole, jos luvuissa hieman on heittoa esimerkiksi OpenAPC:hen vietyjen summien ja talouspalveluista saatujen raporttien v\u00e4lill\u00e4. Mutta, lohduttautui numeroniilomme silm\u00e4luomien jo lupsaessa, t\u00e4rkeint\u00e4 ei t\u00e4ss\u00e4 tapauksessa liene summat sentilleen, vaan suurpiirteisemm\u00e4t linjat ja mittakaavan hahmottaminen.<\/p>\n\n\n\n

T\u00e4m\u00e4n kirjoituksen hahmot ja tapahtumat ovat kuvitteellisia. Esitellyt summat ja luvut sen sijaan pit\u00e4v\u00e4t paikkansa ja kuvaavat tilannetta It\u00e4-Suomen yliopistossa huhtikuun lopulla 2024.<\/p>\n\n\n\n

It was a dark and stormy night. All of a sudden, the Library’s Information Specialist woke up sweaty as lightning struck his mind: no blog had yet been written about last year’s article processing charges! Why on earth was this the case, when the report on APC costs was received long ago from the Financial Services, and the APC information had already been entered into UEF CRIS early in the year? The reason is left for the reader to deduce, as the author is already in a hurry to get to writing.<\/bdo><\/p>\n\n\n\n

Chapter 1: A tall handsome stranger arrives<\/bdo><\/h3>\n\n\n\n

At the beginning of 2023, those following the university’s article processing charges experienced an upheaval. A tall and handsome stranger named Martti, nicknamed the \u201cpurchase invoice system,\u201d rode into the town. The town’s previous sheriff, Rondo (by chance blessed with the same epithet), had disappeared at the turn of the year. The doors of the saloon had hardly swung when the charts of the APC accounts had been redesigned for Martti.<\/bdo><\/p>\n\n\n\n

With the account renewal, new winds began to blow on the prairie: now, in addition to previously monitored information, the fees paid for opening monographs and book chapters could also be specified, as well as the APCs paid for journals outside JUFO categories 1-3. The townspeople held their breath while waiting for the new figures, only a tumbleweed dared to break the silence as it rolled across the main street.<\/bdo><\/p>\n\n\n\n

Suddenly, a shot rang out! A few hearts jumped into throats, but there was nothing to worry about \u2014 it was merely the town\u2019s telegrapher signaling that the APC report had arrived from the Financial Services. The Information Specialist interrupted the whittling of his reading stick, folded the knife in his pocket, picked up his glasses, and headed across the street to hear the figures.<\/bdo><\/p>\n\n\n\n

Chapter 2: Numbers don\u2019t lie<\/bdo><\/h3>\n\n\n\n

The bell tinkled above the telegraph office door and the floor plank creaked when the Information Specialist stepped in. The telegrapher nodded in greeting, leaned back in his chair, and started:<\/bdo><\/p>\n\n\n\n

– Howdy. You wanted to see the new figures?
– Yeah, sure. How do they look?
– Well, last year, that is to say 2023, the university paid a total sum of \u20ac319,966 for APCs. Now, that sum is only for the articles published in journals.
– Gee whiz! So the sum decreased from 2022<\/a> by \u20ac50,478 – that\u2019s almost 14 per cent!
– That\u2019s right. I understand that you have some sort of APC monitoring spreadsheet of your own in the library. How many articles were there in that file for 2023?
– 121 articles. If I count this quickly, it will mean an average charge of \u20ac2,644 per article. That would be almost 600 euros more than in the previous year. Could that be correct?
– Well\u2026 Maybe every APC invoice has not been circulated through you? I don\u2019t know, it might just be that the articles were published in journals which have higher APCs.
– Yeah, it could be like that. How about the sources of funding?
– Well, in 2023, the paid APCs distributed quite evenly between basic and external funding. In round numbers, 50% of the total APCs were paid from both sources of funding. As a matter of fact, I have a diagram here about the distribution of APCs paid from basic and external funding by faculty. Here, diagram 1. Although it does looks very similar to the 2022 diagram, you can see that the fees paid from the basic funding of the Philosophical Faculty have decreased to almost one third of the previous year.<\/bdo><\/p>\n\n\n\n

– Yeah, so it seems. Also, the Faculty of Health Sciences paid more APCs from the basic funding than from the external funding. Last year it was the other way around. By the way, now that we moved to the faculty level, how were those APCs distributed between the faculties?
– I have an illustration of that too, take a look at this diagram 2.<\/bdo><\/p>\n\n\n\n

– You took a shortcut and copied the chart from the previous year, didn\u2019t you? Well, there does seem to be a few minor variations. The share of the Faculty of Health Sciences has grown to more than half of the total, and the share of the Faculty of Social Sciences and Business Studies has decreased by a few percentage points. The shares of the Faculty of Science, Forestry and Technology and the Philosophical Faculty, on the other hand, are almost the same as in 2022.
– I never cut corners when it comes to diagrams, you know that. For example, I personally added the sums of the APCs paid by each faculty in 2023 to the diagram 3, so you could see how the sums have varied between 2019\u20132022.<\/bdo><\/p>\n\n\n\n

– Very smart. But I guess you still don\u2019t have a diagram about the distribution of the paid APCs between fully Open Access journals and the so-called hybrid journals?
– Nah. But what I can say is that the share of the APCs paid for fully Open Access journals increased by 13 percentage points to 83%. The share of hybrids dropped by 18 percentage points to 12%. And as you are so good with mental arithmetic, you probably noticed that those numbers together make only 95%. What do you think the missing 5% is? Any guesses?
– I don\u2019t need to guess what I already know. That new Martti has an account where you put the APCs for journals that don\u2019t have a JUFO classification, or whose class is 0. That was the 5% of the total. And if I look at the library’s own monitoring table, it says that almost all of them have been paid to fully Open Access journals. So, the share of the APCs paid for fully OA journals is somewhere between 85-88%.
– Well, aren\u2019t you witty today. Now that you mentioned the new accounts, there is also the account for the APCs paid for books and book chapters. They are sometimes referred as book processing charges, or BPC for short. Last year, the university paid 67,502 euros worth of BPCs.
– That\u2019s a hefty sum too! We at the library have tried to monitor those BPCs too earlier, in 2022 the sum was \u20ac16,500 bigger. However, as the BPCs for whole books can be quite high, the sums can vary easily.
– Yeah. Well, that\u2019s all the figures I have for now.
– OK, thanks. See you next year.<\/bdo><\/p>\n\n\n\n

The floor creaked and the bell tinkled again as the Information Specialist stepped outside to the scorching afternoon sun. The air was dry as a desert. The breeze was gone, even the dust in the ground kept still when our hero dragged his legs towards the saloon in hope for some sarsaparilla. Somewhere in the back of his mind was a nagging thought that he\u2019d forgotten something.<\/bdo><\/p>\n\n\n\n

Chapter 3: Will some questions remain open?<\/bdo><\/h3>\n\n\n\n

The barkeep opened a bottle of sarsaparilla and placed it in front of the Information Specialist.<\/bdo><\/p>\n\n\n\n

– Here you go. By the way, weren\u2019t you the guy who knew about these Open Access publishing things?
– So they claim.
– See, I\u2019m about to send my manuscript to some journals, and I\u2019m wondering if I could publish the article in Open Access without article processing charges? I heard that the university has some Open Access agreements<\/a> that would allow this with certain publishers. I have the names of those journals written down somewhere, could you check them if I find them for you?
– Yeah, sure. But I don\u2019t have the journal lists with me right now. Actually, you could also check if the journals are included in our agreements by yourself with our new Journal Search Tool<\/a>. You can just type the journal\u2019s title in the search box and see if the journal is included in our agreements.
– Well that sounds swell! Thanks, I\u2019ll look into it.<\/bdo><\/p>\n\n\n\n

The bartender moved to the back room to search for the journals in the new tool. The conversation left the Information Specialist thinking. It occurred to him that, in fact, more articles are nowadays published via OA agreements compared to articles that are made Open Access through separate purchases. The Information Specialist dug a laptop out of his bag and started adding up the articles published Open Access through agreements last year. After spending his time in the systems of various publishers, he got the numbers to match. In 2023, a total of 454 articles with corresponding authors from University of Eastern Finland or Kuopio University Hospital were published Open Access via these agreements. Of course, a few articles were still awaiting publication at the time of the calculation, so the sum was not yet final. Since the total number of articles was quite close to the previous year’s figure of 469, the Information Specialist was pleased to see that he had probably been able to add the figures from the different systems together correctly.<\/bdo><\/p>\n\n\n\n

When his worst thirst had quenched and his mind calmed after the summing of figures, the Information Specialist had room in his brain for some new thoughts. That\u2019s when it hit him: he had forgotten to ask the telegrapher about the distribution of APCs by publisher! For all previous years, that information had been monitored and presented as a chart! Well, thought the Information Specialist, maybe there\u2019s a time and a place for everything, and now it might be the time to part with that chart. After all, the data will be well-illustrated in OpenAPC<\/a> when the numbers from 2023 will be updated there in July.<\/bdo><\/p>\n\n\n\n

What a day, sighed the Information Specialist laying his head on the pillow at nightfall. It\u2019s not always so simple to monitor the costs of Open Access publishing \u2013 what is being paid from where, what costs are posted on which account, or what is being published via which agreement. It\u2019s no wonder that there might be some discrepancies between the reports received from the Financial Services and the sums seen in OpenAPC. So, as his eyelids began to droop, our Information Specialist consoled himself with the thought that the most important thing in this case are not the sums to a cent, but the broader outlines and the perception of scale.<\/bdo><\/p>\n\n\n\n
