Korkeakoulut ovat velvollisia raportoimaan toiminnastaan vuosittain opetus- ja kulttuuriministeri\u00f6lle. Tiedot esimerkiksi julkaisuista, taloudesta, henkil\u00f6st\u00f6st\u00e4 ja opiskelijoista ker\u00e4t\u00e4\u00e4n KOTA-j\u00e4rjestelm\u00e4ll\u00e4. Osa tiedoista ker\u00e4t\u00e4\u00e4n korkeakoulujen valtakunnallisen tietovarannon VIRTA-opintotietopalvelusta ja VIRTA-julkaisutietopalvelusta. Julkaisut ovat mukana yliopistojen rahoitusmallissa. Niiden perusteella tulee 14 prosenttia OKM:n rahoituksesta yliopistoille.<\/p>\n\n\n\n

OKM:n tiedonkeruut perustuvat loppuvuodesta korkeakouluille l\u00e4hetett\u00e4v\u00e4\u00e4n tiedonkeruukirjeeseen, jonka liitteen\u00e4 on tiedonkeruussa k\u00e4ytett\u00e4vien tilastotietojen m\u00e4\u00e4ritelm\u00e4t. Korkeakoulut toimittavat edellisen kalenterivuoden tiedot seuraavan vuoden alkupuolella tiedonkeruukirjeen aikataulujen mukaisesti.<\/p>\n\n\n\n

Julkaisuja painotetaan niiden laatua kuvaavilla kertoimilla, jotka perustuvat julkaisukanavien JUFO-luokitukseen. T\u00e4m\u00e4n lis\u00e4ksi vertaisarvioitujen julkaisuluokkien A ja C osalta avoimesti saatavilla olevat julkaisut painotetaan kertoimella 1,2. JUFO-luokat p\u00e4ivitet\u00e4\u00e4n nelj\u00e4n vuoden v\u00e4lein. Uusin p\u00e4ivitysarviointi tehtiin 2022, ja sit\u00e4 sovelletaan vuoden 2023 julkaisuihin.<\/p>\n\n\n\n

Viime vuodesta l\u00e4htien julkaisuista ker\u00e4tt\u00e4v\u00e4 tieto on toimitettu attribuuttipohjaisena, mutta julkaisutyyppiluokitusta k\u00e4ytet\u00e4\u00e4n silti jatkossakin julkaisutietojen hy\u00f6dynt\u00e4misess\u00e4 ja tilastoinnissa. Attribuuttipohjaisuus tarkoittaa sit\u00e4, ett\u00e4 tietoja ker\u00e4tt\u00e4ess\u00e4 m\u00e4\u00e4ritell\u00e4\u00e4n ensin esimerkiksi julkaisun muoto, sen ilmestymisalusta sek\u00e4 sen kohdeyleis\u00f6. UEF CRIS -j\u00e4rjestelm\u00e4ss\u00e4 annetut valinnat ohjaavat aina seuraavia valintoja, ja my\u00f6s j\u00e4rjestelm\u00e4n sis\u00e4iset ohjeet neuvovat k\u00e4ytt\u00e4j\u00e4\u00e4 lomakkeen t\u00e4ytt\u00e4misess\u00e4.<\/p>\n\n\n\n

K\u00e4yt\u00e4nn\u00f6ss\u00e4 julkaisut siis raportoidaan korkeakoulujen CRIS-tutkimustietoj\u00e4rjestelmill\u00e4 (Current Research Information System). UEF CRISiin tallennetaan UEFin asiantuntijoiden julkaisut ja muut tuotokset. It\u00e4-Suomen yliopistossa k\u00e4ytet\u00e4\u00e4n viime syksyn\u00e4 k\u00e4ytt\u00f6\u00f6n otettua UEF CRIS -j\u00e4rjestelm\u00e4\u00e4, joka rakennettiin yhteisty\u00f6ss\u00e4 Oulun ja Vaasan yliopistojen sek\u00e4 Taideyliopiston kanssa eri organisaatioiden tarpeisiin mukautuvaksi.<\/p>\n\n\n\n

Kirjasto vastaa julkaisutietojen tarkistamisesta ja Virtaan toimittamisesta. Tutkimustietoj\u00e4rjestelm\u00e4\u00e4n importoidaan osa tutkimusjulkaisuista eri viitetietokannoista UEF-affiliaatiohaun avulla. Kaikkia julkaisuja, esimerkiksi suomenkielisi\u00e4, konferenssijulkaisuja tai kirjojen lukuja, ei kuitenkaan indeksoida kansainv\u00e4lisiin tietokantoihin, mink\u00e4 vuoksi ne on tallennettava manuaalisesti. My\u00f6s tutkijat itse sy\u00f6tt\u00e4v\u00e4t julkaisutietoja UEF CRISiin. Julkaisun tekij\u00e4ll\u00e4 on vastuu julkaisutietojen tallentamisesta sek\u00e4 niiden oikeellisuudesta. Korjaukset ja puutteet pit\u00e4\u00e4 ilmoittaa viimeist\u00e4\u00e4n viimeisten laitosraporttien oton yhteydess\u00e4 tammikuussa.<\/p>\n\n\n\n

Aktiviteetteja kirjasto ei tarkista, vaan niist\u00e4 jokainen k\u00e4ytt\u00e4j\u00e4 vastaa itse. Esimerkiksi jos yhteisesitelm\u00e4ss\u00e4 tekij\u00f6it\u00e4 on kaksi tai useampia, kukin esiintyj\u00e4 tallentaa aktiviteetin henkil\u00f6kohtaisesti itselleen. OKM:n julkaisutiedonkeruussa tapahtui syksyll\u00e4 2022 tekijyyteen liittyv\u00e4 muutos, jonka vuoksi mukanaolo tutkimusryhm\u00e4ss\u00e4 ei automaattisesti takaa en\u00e4\u00e4 julkaisun tekijyytt\u00e4. N\u00e4ist\u00e4 kannattaakin tallentaa itselleen tutkimusaktiviteetti (j\u00e4senyys tutkimusryhm\u00e4ss\u00e4).<\/p>\n\n\n\n

UEFin avoimet julkaisut<\/h2>\n\n\n\n

It\u00e4-Suomen yliopisto, kuten useat muutkin yliopistot ja rahoittajat ymp\u00e4ri maailman, edellytt\u00e4v\u00e4t sopimusten ja lakien puitteissa tutkimustulosten avointa julkaisemista.<\/p>\n\n\n\n

Tutkijalle avoimuus tuo lis\u00e4\u00e4 n\u00e4kyvyytt\u00e4, sill\u00e4 avoimesti saatavilla oleviin tieteellisiin julkaisuihin viitataan useammin kuin esimerkiksi pelk\u00e4st\u00e4\u00e4n maksullisissa lehdiss\u00e4 julkaistuihin artikkeleihin. Avoimen julkaisemisen osuus UEFin vertaisarvioiduista tieteellisist\u00e4 julkaisuista vaikuttaisi vuonna 2022 nousevan jo hyvin l\u00e4helle 80 prosenttia. Lopulliset luvut varmistuvat my\u00f6hemmin kev\u00e4\u00e4ll\u00e4.<\/p>\n\n\n\n

Opinn\u00e4ytet\u00f6ist\u00e4 avoimia on ollut yli puolet jo viimeiset kuusi vuotta. Hyv\u00e4\u00e4n avoimuuslukuun vaikutti aikanaan opinn\u00e4ytet\u00f6iden palautusj\u00e4rjestelm\u00e4n s\u00e4hk\u00f6ist\u00e4minen, ja palvelua on kehitetty edelleen my\u00f6s viime vuonna.<\/p>\n\n\n\n

Tieteellisten julkaisujen m\u00e4\u00e4r\u00e4 kasvoi enn\u00e4tyslukemiin vuonna 2021 kenties koronapandemian my\u00f6t\u00e4, mutta kauas eiv\u00e4t viime vuoden luvutkaan j\u00e4\u00e4. Voisi siis todeta, ett\u00e4 It\u00e4-Suomen yliopisto tuottaa laadukkaita julkaisuja ja julkaisutiedonkeruussakin niiden tulos on UEFille j\u00e4lleen hyv\u00e4.<\/p>\n\n\n\n

Higher education institutions are required to report on their activities annually to the Ministry of Education and Culture. Information on, for example, publications, finances, personnel, and students is collected using the KOTA system. Some of the data is collected through the VIRTA higher education achievement register and VIRTA publication information service of the National data warehouse for higher education. Publications are included in the funding model for universities. 14 per cent of the funding from the Ministry of Education and Culture is received by universities on the basis of publications.<\/bdo><\/p>\n\n\n\n

The Ministry of Education and Culture\u2019s publication data collection is based on a data collection letter sent to higher education institutions at the end of the year. The letter comes attached with definitions of the statistical data used in the data collection. Higher education institutions submit the previous calendar year\u2019s data early in the following year according to the schedule in the data collection letter.<\/bdo><\/p>\n\n\n\n

Publications are weighted with quality coefficients based on the publication channels’ JUFO classifications. In addition, for peer-reviewed publication categories A and C, openly available publications are weighted with a coefficient of 1.2. JUFO classifications are updated every four years. The latest update assessment from 2022 will apply to publications from 2023.<\/bdo><\/p>\n\n\n\n

Since last year, the data collected from publications has been submitted on an attribute-basis, but type classifications are still used in the utilization of publication data and statistics. In the attribute model, information such as the publication\u2019s format, its host publication type, and its target audience are defined first. The choices made will define the following options, and the internal instructions of the UEF CRIS system also advise the user on how to fill in the form.<\/bdo><\/p>\n\n\n\n

In practice, publications are reported using the CRIS (Current Research Information System) systems of higher education institutions. UEF CRIS stores information on the publications and other outputs of UEF experts. The University of Eastern Finland uses the UEF CRIS system that was launched last autumn. The system was built in cooperation with the Universities of Oulu and Vaasa and the University of the Arts Helsinki, so that it could be adapted to the needs of different organisations.<\/bdo><\/p>\n\n\n\n

The library is responsible for checking the publication information and submitting it to VIRTA. Some of the research publications are imported to the research information system from different reference databases using the UEF affiliation search. However, not all publications are indexed in international databases. Finnish-language publications, conference proceedings, and book chapters, for example, must be stored manually. Researchers themselves also enter publication information into UEF CRIS. The author of the publication is responsible for the storage and accuracy of the publication information. Corrections and deficiencies must be reported no later than when the last department reports are taken in January.<\/bdo><\/p>\n\n\n\n

The library does not check the information on activities, which means that each user is responsible for their accuracy. For example, if there are two or more authors for a joint presentation, each person will record the activity for themselves. In autumn 2022, the Ministry of Education and Culture publication data collection underwent a change related to authorship, and participation in a research group no longer guarantees the authorship of a publication. Thus, it is recommended to save these as personal research activities (membership in a research group).<\/bdo><\/p>\n\n\n\n

UEF’s open access publications<\/bdo><\/h2>\n\n\n\n

The University of Eastern Finland, like many other universities and funders around the world, requires research results to be published openly within the framework of agreements and laws.
For researchers, openness brings more visibility, as openly available research publications are referred to more often than articles published only in paid journals, for example. The share of open access publishing in UEF’s peer-reviewed research publications is expected to be close to 80 per cent in 2022. The final figures will be confirmed later in the spring.<\/bdo><\/p>\n\n\n\n

More than half of UEF\u2019s these have been open for the past six years. The good open access figure owes much to the initial digitalisation of the thesis submission system, and the service has continued to be developed up until last year as well.<\/bdo><\/p>\n\n\n\n

The number of research publications reached record highs in 2021, perhaps due to the coronavirus pandemic, and last year’s figures are not far behind either. Thus, it can be stated that the University of Eastern Finland produces high-quality publications, and that the result in the publication data collection is yet again positive for UEF.<\/bdo><\/p>\n\n\n\n
