Kyselyraportissa on yli 270 vastausta 36 Euroopan maasta, ja siin\u00e4 keskityt\u00e4\u00e4n avoimen tieteen kehitystasoon eurooppalaisissa yliopistoissa. Siin\u00e4 k\u00e4sitell\u00e4\u00e4n my\u00f6s avoimen tieteen roolia instituutioiden strategisissa painopistealueissa ja sen t\u00e4yt\u00e4nt\u00f6\u00f6npanoa institutionaalisissa k\u00e4yt\u00e4nn\u00f6iss\u00e4. Lue lis\u00e4\u00e4 ja lataa <a href=\"https:\/\/www.eua.eu\/resources\/publications\/976\">raportti<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Emerald, Taylor &amp; Francis ja Wiley: vuoden 2021 maksuttomien Open Access-artikkelien kiinti\u00f6t loppuneet tai loppumassa<\/h3>\n\n\n\n<p>Monien kustantajien kanssa on solmittu lisenssisopimuksia, jotka sis\u00e4lt\u00e4v\u00e4t kirjoittajamaksuetuja uefilaisille. Useimmiten etuna on artikkelin julkaiseminen avoimena kustantajan lehdess\u00e4 maksutta. Osa sopimuksista sis\u00e4lt\u00e4\u00e4 vuosittaisen artikkelikiinti\u00f6n tai maksimisumman, jonka edest\u00e4 artikkeleita voi avoimina maksutta julkaista. Wileyn sopimuksen maksuttomat OA-artikkelit on jo k\u00e4ytetty kokonaan loppuun vuoden 2021 osalta. Emeraldin artikkelikiinti\u00f6n arvioidaan loppuvan lokakuun alkup\u00e4ivin\u00e4 ja Taylor &amp; Francisin lokakuun loppupuolella (seuraa tilannetta kirjoittajamaksuetujen <a href=\"https:\/\/www.uef.fi\/fi\/avoimen-julkaisemisen-tukeminen-ja-uef#paragraph-16657\">sivulta<\/a>). Artikkelien maksuton OA-julkaiseminen mainittujen kustantajien lehdiss\u00e4 avautuu vuoden 2022 alusta l\u00e4htien uudelleen. Vastaavia katkoksia ei ole tiedossa muiden kustantajien lehtiin.<\/p>\n\n\n\n<p>OA-artikkeleiden loputtua artikkelit julkaistaan hybridilehdiss\u00e4 pelk\u00e4st\u00e4\u00e4n maksumuurin takana, ellei kirjoittaja maksa APC-maksua itse.&nbsp; T\u00e4ysin avoimissa OA-lehdiss\u00e4 kirjoittaja vastaa APC-maksusta.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Avoimen tieteen sihteerist\u00f6 selvitt\u00e4\u00e4 avoimen tieteen koordinaation vaikuttavuutta ja toimintaa itsearvioinnin avulla syksyll\u00e4 2021.<\/h3>\n\n\n\n<p>Kuinka hyvin avoimen tieteen ja tutkimuksen koordinaatio toimii? Mik\u00e4 on sen vahvuus ja mit\u00e4 kannattaisi seuraavaksi kehitt\u00e4\u00e4? Tuottaako koordinaatio tuloksia, joita tutkimusyhteis\u00f6 tarvitsee ja toivoo? Tavoitteena on tarkastella avoimen tieteen koordinaation kehityst\u00e4 vuosina 2018-2021 koordinaation siirrytty\u00e4 OKM:n ATT-hankkeen j\u00e4lkeen pysyv\u00e4ksi toiminnoksi TSV:lle. Erityist\u00e4 huomiota kiinnitet\u00e4\u00e4n avoimuutta edist\u00e4vien tiedepoliittisten linjausten yhteiskehitt\u00e4mismallin toteutumiseen ja sen vaikutuksiin avoimen tieteen kansallisen ty\u00f6n edist\u00e4j\u00e4n\u00e4.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\n<ul class=\"wp-block-list\">\n<li>Itsearvioinnin kysely avataan Avoimen tieteen syysty\u00f6pajassa 5.10. ja haastatteluja tehd\u00e4\u00e4n syys- ja lokakuun aikana.<\/li>\n\n\n\n<li>Itsearviointi julkaistaan Avoimen tieteen syysp\u00e4ivill\u00e4 24.11.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Kannanotto kirjojen avoimesta saatavuudesta<\/h3>\n\n\n\n<p>cOAlition S on julkistanut kannanoton tieteellisten kirjojen avoimesta saatavuudesta. Kannanotolla koalitio haluaa asettaa selke\u00e4n suunnan tieteellisten kirjojen avoimelle saatavuudelle. Lyhyesti <a href=\"https:\/\/www.coalition-s.org\/coalition-s-statement-on-open-access-for-academic-books\/\">suositus<\/a> kuuluu, ett\u00e4 kaikki alkuper\u00e4istutkimukseen kuuluvat tieteelliset kirjat, joita suoraan tuettiin cOAlition S organisaatioiden rahoituksella, tulee julkaista avoimesti.<\/p>\n\n\n\n<p>Aiheesta lis\u00e4\u00e4 blogissa:<a href=\"https:\/\/blogs.uef.fi\/ueflibrary\/avoimista-tieteellisista-artikkeleista-kohti-avoimia-tieteellisia-teoksia-from-open-academic-articles-to-open-academic-books\/\"> Avoimista tieteellisist\u00e4 artikkeleista kohti avoimia tieteellisi\u00e4 teoksia<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Oppimisen ja oppimateriaalien avoimuuden suosituksia 2021<\/h3>\n\n\n\n<p>Suositukset tukevat Oppimisen ja oppimateriaalien avoimuuden linjausta ja esittelev\u00e4t hyvi\u00e4 k\u00e4yt\u00e4nt\u00f6j\u00e4, joilla linjauksen p\u00e4\u00e4m\u00e4\u00e4ri\u00e4 ja tavoitteita voi k\u00e4yt\u00e4nn\u00f6ss\u00e4 toteuttaa. Suositukset ovat olleet avoimesti kommentoitavana kev\u00e4\u00e4ll\u00e4 2021 ja niiden lopullinen muoto on hyv\u00e4ksytty oppimisen avoimuuden asiantuntijaryhm\u00e4n kev\u00e4tkokouksessa 5.5. Suositukset on esitelty avoimen tieteen ohjausryhm\u00e4lle 23.8.2021, ja ne julkaistaan koottuna yhteisjulkaisuna Vastuullisen tieteen julkaisusarjassa loppuvuodesta 2021. Sit\u00e4 ennen suositusten keskeinen sis\u00e4lt\u00f6 on k\u00e4ytett\u00e4viss\u00e4 asiantuntijaryhm\u00e4n <a href=\"https:\/\/avointiede.fi\/fi\/ajankohtaista\/oppimisen-avoimuuden-suosituksia-2021\">sivuilla.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Avoimen tieteen seurantamallin luonnos on nyt avoimesti tutkimusyhteis\u00f6n kommentoitavana<\/h3>\n\n\n\n<p>Avoimen tieteen seurannan tavoite on tukea organisaatioiden avoimen tieteen kehitysty\u00f6t\u00e4, tukea ja todentaa julistuksessa ja linjauksissa sovittujen tavoitteiden toteutumista sek\u00e4 saada kokonaiskuva suomalaisen tieteen avoimuuden tilasta. <a href=\"https:\/\/avointiede.fi\/fi\/ajankohtaista\/seurantamallin-kommentointi-alkaa\">Seurantamallin luonnos<\/a> on nyt avoinna tutkimusyhteis\u00f6n kommentoitavaksi 27.9.-1.11.2021.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Horisontti Eurooppa ja avoin tiede<\/h3>\n\n\n\n<p>Horisontti Eurooppa ohjelmassa korostuu avoin tiede ja sen vakiinnuttaminen toimintatavaksi. Ajatuksena on edist\u00e4\u00e4 avointa yhteisty\u00f6t\u00e4 ja varhaista aineistojen ja ideoiden jakamista. Uutena suosituksena on mahdollisimman avoin ja varhaisen vaiheen jakaminen ennakkorekister\u00f6innill\u00e4 tai ennakkojulkaisuilla sek\u00e4 kansalaisten ja yhteiskunnan toimijoiden hy\u00f6dynt\u00e4minen esimerkiksi joukkoistamalla. Perinteiset vaatimukset ovat jo pakollisia, kuten aineistohallintasuunnitelmat, vertaisarvioitujen julkaisujen avoin saatavuus, tutkimusdatan jakaminen rajoituksin. Horisontti 2020 ja Horisontti Eurooppa hankkeille on tarjolla ilmainen <a href=\"https:\/\/op.europa.eu\/en\/web\/eu-law-and-publications\/publication-detail\/-\/publication\/9570017e-cd82-11eb-ac72-01aa75ed71a1\">Open Research Europe (ORE) -julkaisualusta<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Suomalainen tutkimusyhteis\u00f6 on kiinnostunut kotimaisten tieteellisten kausijulkaisujen tulevaisuudesta<\/h3>\n\n\n\n<p>Tutkitun tiedon avoin saatavuus on avoimen tieteen keskeisi\u00e4 tavoitteita. Kotimaiset tieteelliset kausijulkaisut ovat t\u00e4rkeit\u00e4 yhteiskunnan toiminnalle, mutta avoimuuteen siirtyminen on haastavaa julkaisujen toimintaedellytysten n\u00e4k\u00f6kulmasta. Ratkaisua haasteiseen on etsitty pitk\u00e4\u00e4n. Touko-kes\u00e4kuussa kommenttikierroksella olleet ratkaisuehdotukset olivat viimeisin askel t\u00e4ss\u00e4 ty\u00f6ss\u00e4. With more than 270 responses from 36 European countries, the survey report focuses on the level of development of Open Science in European universities. It also addresses the role of Open Science in institutions\u2019 strategic priorities and its implementation in institutional practices. Read more and download the <a href=\"https:\/\/www.eua.eu\/resources\/publications\/976\">report<\/a>.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Emerald, Taylor &amp; Francis, and Wiley: quotas for free Open Access articles for 2021 have been or will soon be filled<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">Licence agreements have been made with several publishers containing Author Processing Charge (APC) bonuses for UEF employees. Most often, the bonus in question is that the article will be published free of charge as an open access article in the publisher\u2019s journal. Some agreements feature an annual quota of articles or a maximum sum for publishing free-of-charge open access articles. The free-of-charge OA articles in the Wiley contract have been used up for 2021. It is estimated that the Emerald article quota will be filled in early October and Taylor &amp; Francis\u2019s quota in late October (you can follow the situation on the <a href=\"https:\/\/www.uef.fi\/en\/supporting-open-publishing-and-uef#paragraph-16657\">APC pages<\/a>). Free-of-charge OA publishing of articles in the journals of the aforementioned publishers will be reopened at the start of 2022. We are not aware of similar interruptions with other publishers\u2019 journals.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">After the quota of OA articles has been filled, the articles will be published in hybrid journals only behind a paywall, unless the author pays for the Author Processing Charge. With regard to fully open OA journals, the author is liable for the APC.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The Open Science Secretariat will review the impact and operations of open science coordination through the means of self-assessment in autumn 2021<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">How well does the coordination of open science and research work? What are its strengths, and what should be developed next? Does coordination produce results the research community needs and wants? The objective is to review the development of open science coordination from 2018 to 2021 after the coordination became a permanent assignment of the Federation of Finnish Learned Societies (TSV), following the Ministry of Education and Culture\u2019s Open Science and Research project. Special attention will be paid to the implementation of the joint development model of science policy strategies promoting openness and the model\u2019s impact as a driving force of national open science work.<\/bdo><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\n<ul class=\"wp-block-list\">\n<li><bdo lang=\"en\" dir=\"ltr\">The self-assessment survey will be launched during the Open Science Autumn Workshop on 5 October, and the interviews will be conducted in September and October.<\/bdo><\/li>\n\n\n\n<li><bdo lang=\"en\" dir=\"ltr\">The self-assessment will be published during the Open Science Autumn Conference in Turku on 24 November.<\/bdo><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The Statement on Open Access to Academic Books<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">cOAlition S has published the statement on Open Access for Academic Books. With the statement, cOAlition S sets a clear direction for academic books to become open access. The<a href=\"https:\/\/www.coalition-s.org\/coalition-s-statement-on-open-access-for-academic-books\/\">recommendation<\/a> is \u201cAll academic books based on original research that was directly supported with funding from cOAlition S organisations should be made available open access on publication\u201d.<\/bdo><\/p>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">On topic, more on the blog: <a href=\"https:\/\/blogs.uef.fi\/ueflibrary\/avoimista-tieteellisista-artikkeleista-kohti-avoimia-tieteellisia-teoksia-from-open-academic-articles-to-open-academic-books\/\">From Open Academic Articles to Open Academic books<\/a><\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">Openness recommendations for education and educational materials 2021<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The recommendations support the Openness Strategy of Education and Educational Materials and present good practices for implementing the objectives and goals of the strategy in practice. The recommendations were made available for public comments in spring 2021, and the final result was approved in the spring meeting of the Expert Panel in Open Education on 5 May. The <a href=\"https:\/\/avointiede.fi\/en\/policies\/policies-open-science-and-research-finland\/open-education-and-educational-resources\">recommendations<\/a> were presented to the National Open Science and Research Steering Group on 23 August 2021, and they will be published collectively in the Responsible Research series in late 2021. The key contents of the recommendations will be available on the Expert Panel\u2019s website before this.<\/bdo><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><bdo lang=\"en\" dir=\"ltr\">The Horizon Europe and Open Science<\/bdo><\/h3>\n\n\n\n<p><bdo lang=\"en\" dir=\"ltr\">The Horizon Europe program emphasizes open science and its consolidation into action. The idea is to promote open cooperation and early sharing of data and ideas. The new recommendations are to share research ideas and research data as early as possible through preregistration or preprints and exploit citizens and civil society in co-creation of content for example crowdsourcing. Traditional requirements are already mandatory, such as data management plans, open access to peer-reviewed publications, open access to research data (with exceptions).
